CITY OF MUSKEGON
SPECIAL CITY COMMISSION MEETING
May 25, 2022 @ 4:20 pm

MINUTES
Present: Mayor Johnson, Vice Mayor German, Commissioners Ramsey, Emory,
St.Clair, Hood, and Gorman (arrived at 4:45 pm).
Absent: None.
City Manager Executive Search Proposals
A zoom meeting was held with four companies that submitted proposals to conduct the
executive recruitment for a City Manager. Those companies were Sid Simone, LLC,
Michigan Municipal League, and Amy Cell.
Each company had 20 minutes to make a presentation to the City Commission including
what a typical recruitment looks like, what is their most difficult placement and how it
was handled, and what other cities have the companies worked with that were
comparable to the City of Muskegon.
After the interviews, the Commission discussed the qualifications of each company.
Motion by Commissioner Ramsey, seconded by Commissioner Emory to
authorize the City to enter into an agreement with Michigan Municipal League to
conduct the recruitment of a new City Manager for the City of Muskegon.
Roll Call Vote:
Ayes: Gorman, Emory, St. Clair, Johnson, Ramsey, and German.
Nays: None.
Absent: Hood.
MOTION PASSES.

None.
ADJOURN
Motion by Vice Mayor German, seconded by Commissioner St. Clair to adjourn
the meeting at 5:25 pm.
