Citizen’s Police Review Board 2/01/2016 MINUTES Board Members Present: Carlos Florez, Quintan Cooley, David Bukala, Ruby Clark, Minister William C. Muhammad, Ann Craig, Nicholas Archer, Phyllis Loudermill Board Members Absent: Eloise Heiftje Staff Present: Denny Powers, Staff Liaison Chairperson Carlos Florez called the meeting to order at 6:36 p.m. Chairperson Florez asked if everyone had a chance to read the previous meeting minutes and if there were any corrections or additions. It was motioned, supported and passed to approve the minutes as presented. Unfinished Business Chairperson Florez noted from the previous minutes there was an item on board vacancies and terms that were expiring and asked Mr. Powers for an update. Mr. Powers stated that Mr. Cooley has been appointed to the Citizen At-Large seat vacated by Mr. Anderson and that the newest board member Phyllis Loudermill was appointed to fill the Minority Coalition Seat formerly held by Mr. Cooley. There was a discussion on several items contained in the document that established the CPRB including the quorum requirement and when the board must go into Executive Session. There was a discussion on making proposals for streamlining the complaint process and the proper channel to direct that through once a proposal is ready. Mr. Florez and Mr. Cooley are going to get together on this issue after the meeting. New Business As has been our past practice, there was a review of the complaint, internal affairs, appeals process for the benefit of the newest board member. Public Participation None. The meeting was adjourned at 7:25 p.m. The next meeting is March 7, 2016 at 6:30 p.m. in room 103 of Muskegon City Hall.
