Citizen’s Police Review Board 02/05/2018 MINUTES Board Members Present: Quintan Cooley, Ann Craig David Bukala, Eloise Heiftje Minister William C. Muhammad, Board Members Absent: Karla Betten, (Excused) Carlos Florez, (Excused) Ruby Clark Staff Present: Denny Powers & Lisa Wright, Staff Liaisons Vice-Chairperson William Muhammad called the meeting to order at 6:37 p.m. The Vice-Chairperson asked if everyone had a chance to read the previous meeting minutes and if there were any corrections or additions. It was motioned, supported and passed to approve the minutes as presented. Unfinished Business None. New Business The Vice-Chair noted that the board would move on to the hearing of Appeal Case I.A.17-04 and the board would move into closed session for that hearing. He asked if there was anyone in the room that was not directly related to the case being heard. Mr. Nolan noted that he had a friend present as a character witness. The Vice- Chair stated that unless he was present at the event in question he would have to be excused from the room during the closed session. There was an exchange on this topic between Mr. Nolan and board members. It was motioned by Mr. David Bukala that the board go into closed session. The motion was supported by Ms. Ann Craig and passed with unanimous consent. The Vice-Chair asked the guest to leave the room and the board went into closed session at 6:48 p.m. for the hearing of the appeal. - Begin Closed Session – 6:48 p.m. After hearing the appeal the board formulated a resolution and Mr. Bukala motioned that the board exit the closed session at 8:14 p.m. The motion was supported by Ms. Ann Craig and passed with unanimous consent. - End Closed Session – 8:14 p.m. MOTION Mr. David Bukala made the following motion: The board agrees with the disposition from the Director of Public Safety that the complaint was sustained meaning that the allegation is supported by sufficient evidence to justify a reasonable conclusion of guilt. The motion was supported by Ms. Eloise Heiftje. There was no further discussion on the motion which passed with unanimous consent. Public Participation None. The meeting was adjourned at 8:24 p.m. The next meeting is March 5 at 6:30 p.m. in room 103 of Muskegon City Hall.
