CITIZEN’S POLICE REVIEW BOARD
MINUTES
Meeting Date: Monday, October 1, 2018
Location: Muskegon City Hall, Room 103
Board Members Present: Karla Betten, Quintan Cooley, Ann Craig, Teresa Emory, Josie James,
and William Muhammad.
Board Members Absent: Davis Bukala, (excused), Ruby Clark (absent)
Staff Present: Samantha Ferguson, Staff Liaison
The meeting was called to order at 6:37pm, by Vice Chair Muhammad. A quorum was present.
Approval of the Previous Minutes
J. James moved to accept the minutes as presented, seconded by K. Betten. No additional discussion.
Unanimous support. Motion carried.
Unfinished Business
Brief discussion of the resignation of (former) board Chair Mr. Flores followed by welcome and introduction of
board members to newest member T. Emory.
Discussion of the status of the Press Release was initiated by W. Muhammad. Member T. Emory inquired about
the Press Release. Vice Chair W. Muhammad, explained the purpose of the Press Release to make citizens
aware of the existence of the Board and increasing communication between the police and the community. W.
Muhammad wants the community to be aware of the origin and accomplishments of the board. J. James
committed to working on the Press Release, and made a statement regarding the lack of awareness within the
community of the board.
New Business
The board was informed, by staff liaison S. Ferguson, of the upcoming Customer/Interaction Survey and Victim
Services Program, and were invited to the National Coffee with a Cop event with the Michigan State Police and
Muskegon Police Department, being held at Carmen’s Café, on Wednesday October 3, 2018, starting at 8:30am.

Adjournment
A. Craig moved to adjourn the meeting, seconded by T. Emory. Unanimously supported. Motion carried. The
meeting was adjourned at 6:55 p.m.
The next meeting is November 5, 2018 at 6:30p.m. in room 103 of Muskegon City Hall.
