CITIZEN’S POLICE REVIEW BOARD MINUTES Meeting Date: October 5, 2020 Location: Zoom Livestreamed through Facebook due to COVID-19/City Hall Closure Board Members Present: David Bukala, Faye Redmond, Ann Craig, Josie James, Ruby Clark, Ron Hayward, William Muhammad Board Members Absent: Rozelia Patino, Robert Roundtree Staff Present: Jackie Hallberg, Staff Liaison The meeting was called to order at 6:30 p.m., by A. Craig. A quorum was present. Multiple members reported difficulty signing in and arrived late; however, a quorum was present at the start of the meeting and throughout the remainder of the meeting. Approval of the Previous Minutes R. Clark moved to accept the minutes as submitted, seconded by R. Hayward. Unanimous support. Motion carried. Unfinished Business There was no unfinished business discussed. New Business A new Complaint Disposition Report was reviewed; however, it has not been appealed at this time. D. Bukala reminded us to update the form’s contact information. F. Redmond questioned if those that appeal could have a representative or support person with them. W. Muhammad stated only those directly involved in the incident attend an appeal. F. Redmond questioned why the response took so long. D. Bukala stated that these can be a long process as it takes time with investigative work and reaching out to contacts, plus with COVID things may have been delayed. F. Redmond and J. James had multiple questions on the complaint form and shared many concerns of lacking information. R. Clark and W. Muhammad both stated that if this case goes to appeal we will get further information. W. Muhammad stated that without this case going to appeal and the board not having more information, it is just jumping to conclusion without additional facts. W. Muhammad stated that this review board is not court. F. Redmond asked if someone wanted to take their case to court would they have to pay for their own attorney or if the City would pay for it. W. Muhammad stated that would not be a City expense and it would be up to the individual. J. James stated that 10 days from receipt does not seem to be enough time to respond for an appeal. W. Muhammad stated that due to COVID there would probably be a bit of an extension. J. James questioned what the additional violation was in this incident. J. Hallberg stated that it was a language issue that did not occur in front of the complainant. F. Redmond asked if board members had access to the by-laws. R. Clark confirmed that those are given out when members begin on the board. Public Participation There was no public participation. Adjournment W. Muhammad moved to adjourn the meeting, seconded by D. Bukala and the motion carried unanimously. The meeting was adjourned at 7:10pm. The next meeting is Monday, November 2, 2020 at 6:30pm. Location to be determined due to COVID- 19.
