CITIZEN’S POLICE REVIEW BOARD
MINUTES
Meeting Date: January 4, 2021
Location: Zoom meeting due to COVID-19/City Hall Closure
Board Members Present: William Muhammad in Muskegon Hts, MI; David Bukala in Grand Haven,
MI; Faye Redmond in Muskegon, MI; Ann Craig in Muskegon, MI; Ron
Hayward (phone) Muskegon, MI; Rozelia Patino (phone) Muskegon, MI
Board Members Absent: Ruby Clark and Robert Roundtree
Staff Present: Jackie Hallberg, Staff Liaison
The meeting was called to order at 6:35 p.m. by W. Muhammad. A quorum was present.
Approval of the Previous Minutes
J. James questioned a possible discussion from the last meeting on the topic of redacted names that
may have been missed; W. Muhammad and D. Bukala reported not having that discussion. Unanimous
consent of minutes was then given.
Unfinished Business
No unfinished business from last month.
New Business
W. Muhammad reminded those needing to apply to remain on the CPRB that they need to turn in
their applications immediately. F. Redmond asked when members would be notified. W. Muhammad
said as soon as the Commission approves the members. F. Redmond asked if it is a requirement to live
in the City to be on the board and discussion occurred about certain positions are allocated for
Minority Agencies, law enforcement and neighborhood association representation.
J. James asked why there was a review of the review board going on without all members being
present and it not being documented in the minutes. W. Muhammad shared that they were looking to
see if any of the Bylaws and paperwork is outdated from when it began in 1998. F. Redmond asked if
contact has been or will be made with the Department of Justice as they were part of the original start
of the CPRB.
R. Hayward questioned when the board will begin meeting in person again. W. Muhammad shared
that meetings will be held via Zoom until instructed by the City to go back to in-person meetings.
F. Redmond acknowledged the 2021 calendar and no members shared concerns on the dates.
M. Muhammad and other members discussed the leaving of the Police Community Coordinator. J.
Hallberg shared that D. Powers will be working with the CPRB until a permanent replacement is found.

There was no public participation.
Adjournment
D. Bukala moved to adjourn the meeting, seconded by J. James and the motion carried unanimously.
The meeting was adjourned at 7:05pm.
The next meeting is Monday, February 1, 2021 at 6:30pm via Zoom.
