CITY OF MUSKEGON CITIZEN’S POLICE REVIEW BOARD Minutes DATE OF MEETING: Monday, September 27, 2021 PLACE OF MEETING: Muskegon City Hall – Room 204 BOARD MEMBERS PRESENT: Ron Hayward, Josie James, Faye Redmond, Ann Craig, Chairman William Muhammad BOARD MEMBERS ABSENT: David Bukala, Ruby Clark, Robert Roundtree, Rozelia Patino STAFF PRESENT: Ryan Cummins - CPRB Staff Liaison The meeting was called to order at 6:31pm by Chairman Muhammad. Roll call was taken and a quorum was present. Approval of Minutes The August 23, 2021 Regular Meeting minutes were reviewed. It was noted that F. Redmond’s name was spelled incorrectly. J. James requested more clarity in the minutes regarding Chairman Muhammad’s response to who he was working with on bylaw changes. The board agreed to the changes and the minutes were approved. Unfinished Business The board requested the opportunity to review the CPRB pamphlet that R. Patino was working on. R. Cummins advised the board he would request an updated draft for the board to review at the next meeting. R. Cummins advised the board that he did advise Chief Lewis of their wish to have advocates assist complainants. R. Cummins stated Chief Lewis is not opposed to an advocate assisting complainants. J. James advised she had e-mail correspondence with Chief Lewis and he advised her that he had no problem with advocates. J. James stated she appreciated the correspondence with Chief Lewis. J. James and F. Redmond both expressed the need to have a cross-section of the community represented on the CPRB. Chairman Muhammad advised there is a group unofficially looking at the bylaws and procedures. He stated they are looking at more authority and actionable items. He stated they haven’t met in a few months. F. Redmond asked who was looking at changes and Chairman Muhammad reiterated he was not at liberty to say without their permission. New Business Internal Affairs Complaints The board reviewed internal affairs complaints received and completed since the last meeting. F. Redmond wondered how its decided if a complaint is referred for a review of criminal or civil rights violations. R. Hayward advised it is up to the complainant to take it to the appropriate entity if they have a criminal complaint. A. Craig advised its also up the complainant to ask for an appeal to the CPRB if they wish to appeal. J. James stated even in sustained cases citizens can be frustrated if they don’t know the discipline outcome. Public Comment Public comment was offered but there was no participation.
