MINUTES
Board Members Present: Minister William C. Muhammad,
Quintan Cooley, Carlos Florez,
David Bukala, Dardinella Hippchen,
Ann Craig, Nicholas Archer
Board Members Absent: Ruby Clark, Excused
Connie Navarro
Staff Present: Denny Powers, Staff Liaison
Chairperson William Muhammad called the meeting to order at 6:33 p.m.
Chairperson Muhammad asked if everyone had a chance to read the previous meeting
minutes and if there were any corrections or additions. It was motioned, supported and
passed to approve the minutes as presented.
Old Business
As there were two board members absent it was decided to accept nominations for Vice-
Chair at this meeting and to vote at the November meeting.
Ms. Dardinella Hippchen nominated Mr. Carlos Florez for the position of vice chair.
This nomination was supported by Mr. David Bukala. This item will be on the agenda
for the November meeting.
Chairperson William Muhammad reminded the board that the appeal hearing originally
scheduled for this evening has been rescheduled to the November meeting due to a
conflict the complainant had for this meeting.
Mr. Powers reminded the board members to bring their case materials with them to the
November meeting.
Mr. David Bukala initiated a conversation on the requirement for an annual report from
the CPRB. He read the requirement from the document that established the board.
After discussion it was motioned that the annual report consist of a copy of each of the
minutes from the meetings with a cover stating that all major recommendations of the
board are contained therein and to also include on the cover the total number of
complaints versus numbers of cases that came to appeal. That motion was supported
and passed by a 6 to 1 vote.

The meeting was adjourned at 6:54 p.m.
The next meeting is November 5, 2012 at 6:30 p.m. in room 103 of Muskegon City
Hall.
