Present: Commissioners Gawron, Turnquist, Rinsema-Sybenga, Warren, Hood (left
9:20 pm), and Johnson.
Absent: Commissioner German.
Downtown Muskegon Now Presentation
Dave Alexander gave an overview of Downtown Muskegon Now, its responsibilities and
its goals for the future. The focus of the board is promoting downtown Muskegon as a
place to live, connect downtown Muskegon to the waterfront, and produce a
comprehensive marketing plan to determine DMN’s target markets and message.
Downtown Muskegon Now Board of Directors wants to explore with the Muskegon City
Manager, Mayor, and City Commission the potential of consolidating downtown
management.
Cindy Larsen, 300 Monroe, Muskegon, MI and from the Muskegon Chamber of
Commerce, indicated there are 1,000 job openings in Muskegon. She gave tours to
thousands of tourists this year who expressed their excitement about Muskegon and all
that it has to offer. We need to continue moving forward so we may attract people to fill
these jobs.
SEIU Collective Bargaining Agreement – Clerical Division
Steps 1 through 5 were removed for pay increases. It is proposed that wages begin at
$15.60 and top out at $20.26. They will be eligible for the residency bonus. Vacation
time was adjusted.
This item will be considered at the Commission’s October 9, 2018 meeting.
First Amendment for Municipal Water Supply
City staff is recommending changes to the Municipal Water Supply agreement. This
agreement impacts all of the city’s non-resident customers, with the exception of
Fruitport and Norton Shores. The amendment will temporarily reduce the multiplier in
which the rate is calculated from 1.50 to 1.46. The reduction is offset by the water rate
increase enacted by City Commissioners in July 2018.
This item will be considered at the Commission’s October 9, 2018 meeting.
HVAC/Dehumidification at the Arena
The current system was built in 1960. The cost to replace the system will be $550,000.
Because of the warmth outside and the temperature of the ice inside, there was fog on
several practice days inside the arena. Hockey players needed to relocate their practice
sessions because of the lack of visibility.
Commissioner Johnson indicated he would like to see the opening of 5th Street added to
a bond proposal if applying for one is under consideration.
Downtown Attached Housing
Mike Franzak, Planning Director, gave a presentation on housing density downtown and
the importance of offering different types of housing to accommodate a growing
downtown. He gave an overview of the importance of urban residential zoning.
Fisherman’s Landing
If the City wanted to use the site for any other purpose, the DNR has indicated that
camping would need to be provided at another location.
