CITY OF MUSKEGON CITY COMMISSION WORKSESSION Monday, July 12, 2021 5:30 p.m. City Commission Chambers Minutes 2021-63 Present: Mayor Gawron, Vice Mayor Hood (arrived at 5:40 p.m.), Commissioners Rinsema-Sybenga, Emory, Johnson, Ramsey, and German Absent: Commissioner German Update on Community Survey Results City Manager, Frank Peterson, shared and discussed the results from a Community Survey that was available for city residents to provide input and feedback on a variety of issues. Special Event Fee Waiver Revisions The Department of Public works is seeking input on amendments to the current Special Event Fee Waiver Form to streamline the process for approval of fee waivers starting with events in 2022. Questions and scoring criteria were added to the existing fee waiver form that event coordinators complete. Staff would verify the answers to these questions and based on the number of points awarded and the amount of the waiver requests fees could be waived at the staff level. Fee waiver requests over $2,500 would go before the Commission. Staff is seeking feedback on the concept of continuing fee waivers beyond 2021 and the desire to establish a procedure for a majority of these requests to be handled at the staff level. Discussion took place regarding special event fee waivers. This will be coming back to commission for formal approval at some point in the future. Pere Marquette Park – Investment Staff is presenting a plan for investment in Pere Marquette Park and has outlined several potential improvements to pursue at Pere Marquette Park as previously discussed at the April 27th Commission Meeting. The total cost of the preliminary identified options falls approximately in alignment with the target amount of $100,000 that was established following the discussion in April. Discussed options include: Expanded Parking/Pedestrian Walkway – Cost of $20,910.00 Electrical Upgrades – Cost of $57,714.00 Tree Plantings – Cost of $15,000.00 Staff is seeking discussion and direction on the proposed revisions. Discussion took place regarding the proposed improvements at Pere Marquette Park. Fire Station Upgrades (Central) The Public Safety Director updated the Commission on upgrades, modifications, enhancements, and repairs to the Central Fire Station. In November 2020 the Commission approved $236,230.00 in enhancements and repairs for Muskegon Fire Central Station. Over the past 8 months change orders and other upgrades were required in addition to the Dispatch expansion & remodel. Some of the costs are in fact Dispatch’s responsibilities while others are directly assigned to Muskegon Fire Department. A summary sheet with the scope, costs, updates and basic notes to support the upgrades and repairs to complete the dual fire station. At this time the Staff is requesting an additional $165,468.00 in funding. (Total combined $236,230 and $165,468 is $401,698). Some of the repairs have already occurred due to Covid 19, contractor’s availability, etc. This item will be on the regular meeting agenda on Tuesday, July 13, 2021.
