City of Muskegon City Commission Worksession May 12, 2008 City Commission Chambers 5:30 PM MINUTES 2008-40 Present: Commissioners Warmington, Carter (arrived 5:38 p.m.), Wisneski, Gawron, Shepherd, and Spataro. Absent: Commissioner Wierengo. House Move for 372 W. Muskegon. (City Manager) Kevin Eden, 372 W. Muskegon, received a bill for $6,600 above the estimate he originally received from the City’s Forestry Department to move his home from Peck Street to 372 W. Muskegon. He is asking for some relief from the City. Costs are much higher than originally estimated because of a last minute route change by the homeowner. Verizon and Consumers Energy estimates were approximately four times larger than their original estimate because of the route change. The bill received from the City is $17,114.76. So far he has paid a $1,000 deposit plus permits. The balance is $10,250.76. The tax bill is estimated to be approximately $1600. Mr. Eden is asking for relief of the $10,250.76. Discussion ensued by City Commissioners. Motion by Commissioner Spataro, second by Commissioner Wisneski, to accept the money that has been paid and waive $10,250.76 of the house moving bill of Kevin Eden, 372 W. Muskegon. Ayes: Wisneski, Carter, Gawron, Shepherd, Spataro, and Warmington. Nays: None. MOTION PASSES. Third Street Roundabout/Sculpture. (Engineering) Arnold Boezart, Community Foundation, gave an update on the technical aspects and installation of the sculpture to be placed at the roundabout in downtown Muskegon. A dedication will take place on June 13, 2008. Harry Wierenga of Fleis & Vandenbrink explained how the sculpture will be installed. It will be approximately 36 feet tall and the base will be maintenance free. The Muskegon Community Foundation will pay for any maintenance or upkeep of the statue. Training of Volunteer Alcohol Servers. (Public Safety) Chief Kleibecker delivered information regarding required alcohol training. One or two officers are providing the training currently for free. Staff will work with groups and inspections will be given to make sure that a trained volunteer is present at the event. Impact of Special Events on the Police Department. (Public Safety) Chief Kleibecker presented a spreadsheet listing the total manpower hours required for special events. Special events currently require over 2000 hours of over-time from the police department. These hours are reimbursed by individual groups, but the police force is spread thin through the summer months. This issue may need to be visited by the City Commission and staff in the future. Docking for Milwaukee Clipper. (City Manager) The Milwaukee Clipper committee has ended their discussion with Mart Dock and is pursuing other options. Resolution to Regulate Taxi Services. The Muskegon County Treasurer forwarded a resolution asking that the City Commission consider adopting the Resolution to Regulate Taxi Services. Motion by Commissioner Carter, seconded by Commissioner Shepherd to adopt the resolution asking Muskegon County to regulate taxi services throughout Muskegon County. Ayes: Carter, Gawron, Shepherd, Spataro, Warmington, and Wisneski. Nays: None. MOTION PASSES. Any Other Business John Vanderstelt of Vans Car Wash, 1230 W. Sherman, presented a proposal to place a campsite at the ovals at Pere Marquette. Commissioners stated they are not interested in placing a campsite at the ovals at Pere Marquette at this time. Michael Miesch, 3393 Fulton, thanked the City Commission for its decision. Barbara Udell, 3325 Lakeshore, also thanked the City Commission.
