2024-62 CALL TO ORDER
Present: Mayor Ken Johnson, Vice Mayor Rebecca St. Clair, Commissioners
Rachel Gorman (arrived at 5:42 p.m.), Katrina Kochin, Jay Kilgo, and Willie
German, Jr.
Absent: Commissioner Destinee Keener
NEW BUSINESS
A. Preliminary Report on Internal Policy Audit and Employee Survey
Manager's Office
The first phase of our policy audit is complete, and the consultant will be sharing
findings along with data from the employee survey.
LeighAnn Mikesell, Deputy City Manager, and MGT Performance Consultants
Juan Osuna and Jaime Mancine (attending by zoom) gave an update on
preliminary findings.
B. Community Engagement Process Community Engagement
Staff has created an internal process for public participation. Staff will review
the process with the Commission.
Deborah Sweet, Community Engagement Manager, presented the City’s
Community Engagement Handbook and reviewed the internal process.

Commission discussed the vacancy on the Planning Commission.

Motion by Commissioner Kilgo, second by Commissioner Kochin, to
recommend the appointment of Lashae Simmons to the Planning Commission
as Citizen At-Large.
ROLL VOTE: Ayes: German, Gorman, Kochin, St.Clair, Johnson, and Kilgo
Nays: None
