CITY OF MUSKEGON MUSKEGON HOUSING BOARD OF APPEALS MEETING MINUTES Date June 6, 2013 5:30 PM ATTENDANCE: Randy Mackie, Greg Borgman, Ed Simmons, Willie German, William Krick Boyd Arthur ABSENT: Kirk Kolberg STAFF: Hope Mitchell, Kirk Briggs, Chief Jeffrey Lewis Julie Spencer, 1085 1st St. Apt 2. Others: Meeting minutes: A motion was made by Randy Mackie and seconded by Ed Simmons to approve the April 4, 2013 minutes. A roll call vote was taken: AYES: NAYES: EXCUSED: ABSENT: ABSTENTION: Randy Mackie Greg Borgman Ed Simmons Willie German William Krick Kirk Kolberg Boyd Arthur Motion carried. Mr. Borgman asked if Chief Lewis would like to take any of the cases out of order since we did have a representative of one of the cases in the audience. It was determined to take the cases out of order. Old/Other Business: EN110191 – 1357 7TH – JULIE SPENSER – 1085 1ST ST. APT 2, MUSKEGON MI 49440 Owner requested meeting with the HBA members regarding the status of the home she purchased that is currently listed as a dangerous building. Julie Spencer was present to discuss what she has done and what still needs to be done so she may move into the home. Board reviewed pictures from Dangerous Building file as well as a picture that Ms. Spencer provided for the outside of the building. Discussion on electrical box and new heating system completed. Tree has been removed which had been rubbing the roof and causing damage. Chimney is in process of being repaired. There was a new roof completed and finaled on 5/30/2013 by SafeBuilt. Progress is stalled by basement walls and obtaining estimates. SafeBuilt will assist Ms. Spencer with resources for contractors to fix foundation. Property owner asked that it be removed from Dangerous Building list so that she may have the opportunity to get help from outside sources that won’t help if this is a dangerous building. Kirk Briggs will meet with Ms. Spencer and give a plan for repairs so she will know what needs to be done so she can at least get a certificate of occupancy while completing the rest of the repairs. Chief Lewis mentioned by taking property off Dangerous Building list Ms. Spencer could turn around and sell the house leaving the problems to next home owner. A proposal was made to have Ms. Spencer meet with Kirk Briggs to come up with a list of items that needed to be done in order of importance and to report back to the HBA in 30 days. The home will not be removed from Dangerous Building list at this time. William Krick made a motion to table this for 30 days so the owner may obtain more information and a timeline for the repairs for discussion and was seconded by Willie German. Dangerous Buildings Old Cases: EN130032 – 1519 TERRACE (SHED ONLY) – ALLEN & TERESA SLATER – 1519 TERRACT ST., MUSKEGON MI 49442. No one was present to represent property. Discussion: Bank is foreclosing and in contact with Hope Mitchell. Bank wants to know their obligation and verifying if owner is living at house. Randy Mackie made a motion to declare the structure substandard, dangerous and a public nuisance and was seconded by William Krick. EN130036 – 709 E APPLE (GARAGE ONLY) – MARK CHIAVERINI – 4883 STANWOOD, MUSKEGON MI 49441. Case removed. Owner demolished the garage. Kirk Briggs took pictures over the fence. There was busted concrete and tires that still needed removal. Hope Mitchell will send letter for Mr. Chiaverini to complete before August HBA meeting or process will start over for bid. Other: Due to the Fourth of July holiday next meeting will be held July 10, 2013.
