CITY OF MUSKEGON MUSKEGON HOUSING BOARD OF APPEALS MEETING MINUTES Date October 3, 2013 5:30 PM ATTENDANCE: Mr. Mackie, Mr. Borgman, Mr. Simmons, Mr. German, Mr. Krick, Mr. Kolberg, Mr. Arthur ABSENT: None. STAFF: H. Mitchell, S. Johnson, Chief J. Lewis, K. Murar OTHERS: P. Brown, 230 W. Grand Meeting minutes: A motion to approve the regular meeting minutes of August 1, 2013 was made by Mr. Mackie, seconded by Mr. German and unanimously approved. Dangerous Buildings : EN130079 – 1324 PINE (ALL STRUCTURES) – TEASHEONA GRIDER – 347 SHONAT # 38; MUSKEGON, MI 49442. Information for this case was provided to the board members. The homeowner was not present. A motion to declare the structure(s) at 1324 Pine St. as substandard, dangerous and a public nuisance was made by Mr. Mackie, seconded by Mr. Krick and unanimously approved. EN130114 – 224 W GRAND (ALL STRUCTURES) – MARGARETTA & CHRISTOPHER SHIELDS – 3041 HOYT; MUSKEGON, MI 49444. Information for this case was provided to the board members. The homeowner was not present. Peter Brown, 230 W Grand, explained the problems he has had with this home and the different things that have gone on over the years such as, an auto repair business, camping, junk in the yard along with trash piled around house, cruelty to animals and juveniles on property. Mr. Brown feels the structure is not safe and is a detriment to the neighborhood. A motion to declare the structure(s) at 224 W Grand Ave. as substandard, dangerous and a public nuisance was made by Mr. Krick, seconded by Mr. Mackie and unanimously approved. 1 OF 2 EN130143 – 1459 TERRACE ST (ALL STRUCTURES) – CENTER FOR COMMUNITY JUSTICE & ADVOCACY; PO BOX 20557; FERNDALE, MI 48220. Information for this case was provided to the board members. The homeowner was not present. A motion to declare the structure(s) at 1459 Terrace St. as substandard, dangerous and a public nuisance was made by Mr. Mackie, seconded by Mr. Simmons and unanimously approved. EN130184 – 868 W HACKLEY (ALL STRUCTURES) – DONNA DEKUIPER & DANIELLE BEACH; 766 W DALE; MUSKEGON, MI 49441. Information for this case was provided to the board members. The homeowner was not present. A motion to declare the structure(s) at 868 W. Hackly Ave. as substandard, dangerous, and a public nuisance was made by Mr. Krick, seconded by Mr. Kolberg and unanimously approved. Old/Other Business: 1357 7TH – JULIE SPENSER – 1085 1ST ST. APT 2, MUSKEGON MI 49440 (update) There was discussion regarding what has happened regarding the property at 1357 7th. The Electrical and Furnace permits have expired with no final inspection. A motion was made to have Ms. Spencer come to the next meeting to update the board members on the progress of the rehab to 1357 7th St. was made by Mr. Mackie, seconded by Mr. Kolberg and unanimously approved. New Business: None. Other: There was a brief discussion on the demolition of Bluffton Elementary School along with the progress of Melching in regards to the former Sappi Paper Mill and Brunswick locations.
