CITY OF MUSKEGON MUSKEGON HOUSING BOARD OF APPEALS MEETING MINUTES May 5, 2016 Board Chairman, G. Borgman called the meeting to order at 5:33 pm. ATTENDANCE: B. Arthur, G. Borgman, R. Mackie, E. Simmons, B. Turnquist ABSENT: K. Kolberg, excused; W. Krick, excused, & J. Lewis, excused. STAFF: H. Mitchell; K. Murar, SAFEBuilt; S. Ferguson OTHERS: K. Ware, 3392 Whitehall Rd.; B. Daniels, 944 E Sextant Rd.; T. Shields, 406 Jackson (Grand Haven) & R. Yuhanick, 3950 Thona. MINUTES: A motion to approve the regular meeting minutes from April 7, 2016 was made by B. Turnquist, supported by R. Mackie, and unanimously approved. OLD BUSINESS: EN130182 – 1780 Jarman (Marsh Field Neighborhood) – Linda Jones, 1676 Pine St., Muskegon. This case was tabled from the April meeting. K. Ware, sister of the owner, provided an update on the progress to the members. The wiring was completed. The insulation had to be special ordered due to the previously purchased materials being “too thick” to fit between the boards in the attic. The firestop should be complete by the end of the month (May 31 st), drywall should be completed in August, followed by any painting and trim work, with the anticipated completion being the end of November 2016. K. Murar stated that the electrical is at the rough-in stage and that the garage still needs to be address and confirmed that Safebuilt is happy with the progress that is being made. A motion to table the case until the December meeting, and if complete in November, the owner does not need to return before the board was made by R. Mackie and supported by E. Simmons and unanimously approved. EN140138 – 1153 Pine (McLaughlin Neighborhood). – Brenda Daniels, 944 E Sextant Rd, Muskegon, MI 49441. The 2015 winter taxes are delinquent. B. Daniels would like to complete the porch before paying the taxes. She had been in communication with the County Treasurer’s Office and was informed that she could pay in increments. B. Daniels informed the board of an issue brought to her attention by Bishop Heating and Cooling regarding her furnace and ductwork. She has to replace furnace and ductwork. The estimate for this work is $12,178, B. Daniels is requesting more time considering this unforeseen expense. T. Shields (contractor), stated that the delay was due to a death in his family, and is on schedule to start next Wednesday (05/21/16). K. Murar explained to the board why the heating and cooling quote had such a large increase. A motion to table for six (6) month, provided that a dated timeline is submitted next week was made by B. Arthur, and supported by E. Simmons; unanimously supported. EN158002 – 1592 5th St. (Nelson Neighborhood) – Donald Cheeks, 1488 Oak Ave., Muskegon, MI 49442. Owner not present at meeting due to knee surgery, H. Mitchel stated that Mr. Cheeks has communicated with her through email that he cannot do anything until mid-June. Mr. Cheeks has stated that there are two (2) people interested in buying the house. The board members discussed the history of this property This was due to having a potential buyer and the house being considered solid. R. Yuhanick, met with the homeowner a few months ago and made an officer to purchase the home, contingent on all liens and taxes being paid. At this point, nothing had been done. A motion to declare was made by E. Simmons, and supported by R. Mackie; unanimously approved. DANGEROUS BUILDINGS – NEW CASES: EN1600650 – 1761 S. Getty St. (Marsh Neighborhood) – Jeffery York, 809 Delaware Dr., Temple, TX 76504. Owner not present. K. Murar, of Safebuilt stated that he visited the property that day and the rear of the property is being used as a “dumping ground” for leaves, garbage, and old building materials. A motion to declare was made by R. Mackie, and supported by E. Simmons; unanimously approved. EN1600520 – 1524 Hoyt St. (McLaughlin Neighborhood) - Roman A. Quezada, 3828 Yorkland Dr., Comstock Park, MI 49321. This structure was damaged in the 2014 wind storms with a tree landing on top of the home. No one was present to represent the property. The County Treasurer has foreclosed on the property and will be up for the 2016 tax sale. A motion to declare was made by B. Arthur, and supported by B. Turnquist; unanimously approved. EN1600653 – 330 Washington Ave. (Nelson Neighborhood) - Fred Pfeifer & Monroe Davis, 2038 Maffett St. Apt 3, Muskegon, MI 49444. No one was present to represent the property. Certified mail returned stating that Monroe Davis was deceased. A motion to declare was made by R. Mackie, supported by E. Simmons; unanimously approved. EN1600654 – 1363 7th St. (Nelson Neighborhood) – Terry & Wanda Jennings, 2101 Maffett, Muskegon, MI 49444. No one was present to represent the property. The County Treasurer has foreclosed on the property and will it will be up for the 2016 tax sale. A motion to declare was made by B. Arthur, supported by E. Simmons; unanimously approved. OTHER BUSINESS: BOARD UP AND DB INFO: G. Borgman, inquired about “The Bauer House” located on the corner of Muskegon Ave, & 4 th St., and the concerns of the neighbors regarding the finishing elements. K. Murar was going to follow up and report back to board. Following discussion of the board to elect a new Vice Chair, H. Mitchell recommended that the matter be placed on the agenda for next meeting. R. Yuhanick, addressed the board regarding the commercial buildings in the City that needed to be demolished. G. Borgman, suggested that commercial buildings be addressed next month. There being no further business, the meeting was adjourned at 6:12pm.
