                   MUSKEGON HOUSING BOARD OF APPEALS
                            MEETING MINUTES
                             February 4, 2016

Chairman G. Borgman called the meeting to order at 5:30 p.m.

ATTENDANCE:         K. Kolberg, W. Krick, R. Mackie, B. Turnquist, G. Borgman, B.
                    Arthur

ABSENT:             J. Lewis, excused; E. Simmons

STAFF:              H. Mitchell; K. Briggs, SAFEbuilt; D. Renkenberger

OTHERS:             None

ELECTIONS:

A motion to elect G. Borgman as Chairman and E. Simmons as Vice Chairman was
made by W. Krick, supported by B. Arthur and unanimously approved.

MINUTES:

A motion to approve the regular meeting minutes of January 8, 2016 was made by R.
Mackie, supported by W. Krick and unanimously approved.

OLD BUSINESS:

EN155690 – 235 W Larch (garage only) (Nelson Neighborhood). Leslie Stewart, 235
W Larch, Muskegon, MI 49441. At the 1/8/2016 HBA meeting, Ms. Stewart’s son
attended on behalf of his mother. He had done some repairs to the garage but there
were still items left to be done, which he had stated he would finish within one week of
the January meeting. He obtained a permit on 1/4/2016 (PB151132) to repair the
garage by 1/14/2016, and was given permission to delay painting the structure until
spring. There had been no inspection performed at the time of this staff report. As of
February 1, 2016, the 2013, 2014, and 2015 summer taxes are still delinquent. The
2015 Winter taxes were due 2/14/2016.

The applicant was not present at the meeting. H. Mitchell stated that there was nothing
in the file to indicate that the work had been completed. K. Briggs stated that he was
satisfied with the condition of the garage and it could be removed from the dangerous
building list.

A motion that this structure be removed from the dangerous building list was made by

New Business

None.

Other

Dangerous building process – Staff and the board discussed the various steps of the
dangerous building process. Along with the fact that the MSHDA Grant demolitions
required that the City have the Asbestos testing done prior to the demolition bid. All
steps of the demolition process had to be approved prior to work being done if there
were to be any reimbursement from the grant or to keep the grant.

There being no further business, the meeting was adjourned at 6:05 p.m.
