Minutes Citizen’s District Council Meeting City of Muskegon CDBG Conference Room 203 Muskegon, Michigan February 6, 2018 CALL TO ORDER: The meeting was called to order by Veania Coleman at 5:30 pm. ROLL CALL: Roll call was taken by Samantha Pulos-Porter, and a quorum was present. Present: Ken Johnson - Commissioner Jeremy Lenertz Scott Banninga Carrie Johnson Veania Coleman Kim Burr Absent: Poppy Sias-Hernandez Excused: Tom Pastoor Staff Present: Oneata Bailey Samantha Pulos-Porter APPROVAL OF MINUTES: A motion to approve the minutes, by Scott Banninga, from December 5, 2017; Kim Burr seconded the motion, which passed unanimously. OLD BUSINESS: None. NEW BUSINESS: Citizen’s Participation Plan – all new members received copies of the plan. Existing members already had a copy. All changes go through CDC first and then to City Commission for approval, followed by a thirty day comment period. New Board Members – Scott Banninga, resident at Jefferson Towers. Retired but still very active in the community (Medicaid/Medicare/Senior Resources). Carrie Johnson – Put in for the library board, but happy to be on the CDC. Lives in the Village of Jackson Hill and is also retired. CDBG Program Changes – Proposed changes to the Priority Home Repair Program and the Vinyl Siding Program were discussed. The first change discussed was raising the income limit across the board to the 80% Area Median Income (AMI). Currently, the Priority Home Repair program has a 60% AMI limit. Matching neighboring communities at the 80% AMI and unused funds as incentives to raise the income limits were discussed. Other changes that were discussed were a non-depreciating lien on the properties for repairs in excess of $1500, a service limitation of 6 instead of 10 years and an application fee of $60 for the 51-80% AMI population. The $60 would cover the cost of placing and discharging the lien. Many motions by multiple CDC Representatives were made and amended until agreed upon changes were decided. STAFF REPORTS: 1350 EASTWOOD Rehab on 1350 Eastwood nears completion. Open house should be in the end of February/beginning of March. 1025 E Forest – specs are being approved currently 1015 E Forest – CNS also purchased this house and will be rehabbing the property.
