Citizen’s District Council Meeting
City of Muskegon CDBG
Conference Room 103
Muskegon, Michigan
June 4, 2019

CALL TO ORDER:
The meeting was called to order by Kim Burr at 5:41 pm.

ROLL CALL:
Roll call was taken by Oneata Bailey, and a quorum was present.

APPROVAL OF MINUTES:
A motion to approve the minutes from April 2, 2019 was made by Scott Banninga; Veania
Coleman seconded the motion, which passed unanimously.

OLD BUSINESS:
The Commission approved budget for CDBG-HOME was presented and discussed.
Commissioner Johnson asked it the budget was going back to the Commission and the process
for submitting the Annual Action Plan was explained. Other line items were discussed and
explained but the budget is published and out for a 15 day comment period.
NEW BUSINESS:
Muskegon County Senior Millage was approved, and policies shared with the CDC members.
Some question and answer period about how it will alongside our other programs but the
opportunity to assist citizens outside of our city is huge. A report will be presented in July.

STAFF REPORTS:
1350 Eastwood Drive finally sold. 1015 E Forest has an offer: sales price $115,000 with subsidy.
Concerns that the market has placed our home out of reach to low income buyers if priced over
100K. We discussed the market and how our homes are appraised. A list of addresses were
given for 3 home near or under construction through CNS.

ADJOURN:
Scott Banninga motioned to adjourn the meeting, Veania Coleman seconded the motion, which
passed unanimously. Meeting adjourned at 6:20 pm.

NEXT MEETING:
The next meeting date is: July 2nd, 2019.

GENERAL DISCUSSION:
The meeting was called at 5:40 for lack of a quorum. However, another member walked in
shortly after so the President called the meeting to order. A request was made to call the Monday
before the meeting to confirm a quorum is reached.
