Minutes Citizen’s District Council Meeting City of Muskegon CDBG Zoom Meeting Muskegon, Michigan September 1, 2020 CALL TO ORDER: The meeting was called to order by Jeremy Lenertz at 5:33 pm. ROLL CALL: Roll call was taken by Samantha Pulos, and a quorum was present. ➢ Present: ✓ Ken Johnson - Commissioner ✓ Jeremy Lenertz ✓ Samantha Ferguson ✓ Veania Coleman ✓ Bonnie Lipan ✓ Marie Cisneros ➢ Absent: ✓ Kim Burr ➢ Excused: ✓ James Chabot ➢ Staff Present: ✓ LeighAnn Mikesell ✓ Samantha Pulos ✓ Oneata Bailey APPROVAL OF MINUTES: A motion to approve the minutes from June 2, 2020(Action Item) with corrections was made by Bonnie Lipan; Samantha Ferguson seconded the motion, which passed unanimously. OLD BUSINESS: CARES Act CDBG-CV funding activity was discussed. There was a handout distributed amongst the members. The following comments were made in regard to spending the money allocated to the City of Muskegon for this fund. Comments: • Money needs to be spread out to all parks in need, instead of spent primarily on a splash pad. • Less funding should be used on park upgrades and more should be used on COVID related relief efforts. • More money should go into utility grants. • Park category of funding is high compared to other categories. • Money should go towards businesses that have increased the internet infrastructure to accommodate all the at-home learning because many kids aren’t going to in person classes. NEW BUSINESS: Citizens Participation Plan and 2020 Action Plan Amendments were discussed. The time period for comments will shorten to 5 days. The CPP was distributed amongst members and posted on the website with changes highlighted. The percentage of 10% in the previous edition of the plan was changed to 12% because the amounts of money are increasing, the change will decrease the need to make a substantial amendment in the case of change. Purpose and Policy for Citizen Participation Plan: a handout was given and the purpose for the CDC was discussed. It was stated that they exist as an advisory board required by HUD because the City receives CDBG money. STAFF REPORTS: Bonnie Lipan motioned to cancel the October meeting due to National Night Out, Marie Cisneros seconded the motion, which passed unanimously. No other staff reports were given. ADJOURN: Veania Coleman motioned to adjourn the meeting, Samantha Ferguson seconded the motion, which passed unanimously. Meeting adjourned at 6:21 pm. NEXT MEETING: The next meeting date is: December 1, 2020. GENERAL DISCUSSION: An alternate date for the November CDC meeting was discussed due to the conflict with the Presidential Election.
