Citizen’s District Council Meeting

CALL TO ORDER

The meeting was called to order by Pat Montney at 5:35 p.m.

ROLL CALL

Roll call was taken by Liz Parker.

Present:             Patricia Montney, Ned Carter, Virgie Jackson, Addie Sanders-
                     Randall, Amy Varnado, Steve Gawron
Excused:             Stephanie Marion, Thomas Pastoor
Staff Present:       Oneata Bailey, Liz Parker

APPROVAL OF MINUTES
Ned Carter made a motion to approve the minutes from the May 2, 2011 meeting.
Addie Sanders-Randall seconded. Motion passed unanimously.

OLD BUSINESS
       Action Plan 2011 - 2012
Oneata Bailey said the Action Plan is going before the City Commission June 14 for
approval to go out for public comment. There was discussion of the Plan with
suggestions for some minor changes. The big item will be getting final budget
determinations from the City Commission.

NEW BUSINESS

       2011 – 2012 CDBG/HOME Allocations
Oneata Bailey started with a handout of the allocations from HUD. For CDBG, the City
of Muskegon will receive funding of $911,340, which is $175,073 less than originally
estimated. HOME will be funded with $284,337, which is $36,373 less than originally
estimated. Oneata explained the CDC put their priorities for HOME funds for Rental
Rehab and the CHDO’s and for CDBG funds for Love INC and the non-profits. It is now
up to the City Commission to make the final determination at the June 14 City
Commission meeting. Oneata asked Steve Gawron for his thoughts. He said doing a
percentage cut across the board might not work because then there might not be
enough funds for a project to be done at all. He feels the City Commission will be

looking to the City Administration for guidance. There will be a lot of discussion at the
Worksession on Monday, June 13.

Oneata asked what the CDC felt could be cut. Amy Varnado said streets could be cut.
Pat Montney said Vinyl Siding because that is not an ‘emergency.’ Oneata stated for
HOME she would like to see $150,000. She indicated City Administration would be
getting together prior to the Worksession to discuss the budget.

OTHER BUSINESS

Pat Montney mentioned the CDC is still short two members.

       Next CDC Meeting
The next meeting will be Tuesday, September 6, 2011 at 5:30 p.m. in Conference Room
203.

ADJOURNMENT

Pat Montney adjourned the meeting at 6:12 p.m.
