                               Citizen’s District Council Meeting
                                    City of Muskegon CDBG

                                          May 6, 2025

 I.    Call to Order at 5:38pm
 II.   Roll Call
       Present: D. Perry, M. Kelley, K Kochin, J. Weirich, J. Sanocki
       Absent: D.Nichols-Woods, J. Wiegers (E), C. Horn
       Staff Present: S. Carson, W. Webster
III.   Approval of Minutes (3/4/25) motioned by J. Sanocki and supported by J.
       Wierich. All in favor
IV.    Public Comments - None
V.     Old Business
          a. FY 2025 Draft Budget – S. Carson – Discussion – Administration has
              frozen funds at this time. Monies from previous budget are being
              processed as usual. City commission will review the budget. Once
              approved, then we have 45 days to submit to HUD. K. Kochin asked if the
              Fire Station Bond reduction (if applicable) would be allocated to another
              fund
          b. Annual Action Plan Budget – S. Carson – Discussion – S. Carson shared
              the approved budget draft and allocations to several groups
          c. Fire Station Bond – S. Carson – Discussion – CDBG allocations will
              continue through 2033. Continued interest and discussions to reduce the
              contributions to allow more allocation of funds to CDBG programs.
VI.    New Business - None
VII.    Staff Reports
           a. Program Update – S. Carson – Discussion – 68% completion rate and 10
              homes completed per month. Funds for Healthy Homes funding is still
              available. Staff is working with previous waiting list homeowners to see if
              services are still needed. Upon completion and if funds are still available,
              the program will re-open for new. Program allows up to $10,000 and will
              be prioritized by hazard. Homeowners only. Senior Millage funds are
              already earmarked. A request for additional funds has been submitted.
              Office is fully staffed at this time.
