                             Citizen’s District Council Meeting

 I.    Call to Order at 5:43pm
 II.   Roll Call
       Present: P. Denny, J. Sanocki, M. Kelly, J. Weirich, K. Kochin
       Absent: D.Nichols-Woods, C. Horn, J. Wiegers,
       Staff Present: S. Carson, W. Webster
III.   Approval of Minutes (3-4-25) – J. Sanocki motioned to approve the minutes from
       2-4-25 and J. Wiegers supported. All in Favor
IV.    Public Comments - None
V.     Old Business – Annual Action Plan FY 2025-S. Carson let committee know that
       Action Plan has been out for 30 days. 2 public hearings with no comments from
       the public.HUD approved the action plan. Final numbers will be sent out once
       the official letter of acceptance from HUD is received. $919, 565 for CDBG
       (increase from prev year), HOME $258,812.76 which will be the final year. Kids
       Power of Produce is the only public service we will be supporting out of HOME.
VI.    New Business
          a. Consolidated Annual Plan Evaluation Report (CAPER) FY 2024 – Draft –
              S. Carson shared Love, Inc utilized the remainder of the 24 funds on 4
              ramps total with 2 in this reporting period. Blight Fight - $10,000 was set
              aside for the McLaughlin Neighborhood. We were able to pave 3 alleys
              with these funds. 54 families receive home repairs, 4 received siding,
              True North received funds from CDBG and Corona Virus dollars and were
              able to assist 22 families with eviction prevention. AgeWell services
              provided healthy meals for seniors. There were 42 senior recipients.
              $12,000 for the pavilion and improvements at Reese Park. Home funds –
              We purchased a home on Wood St in 2023 and rehabbed it. Total cost to
              rehab is approximately $250,000-$300,000. This was also a lead home
              which added to the costs. Open house invite will be sent to committee. We
              had 4-6 new homebuyers this time around. Approximately 3 homes were
              purchased from the Land Bank for rehab.


VII.    Staff Reports
           a. Home Repair Updates Snapshot – S. Carson gave background and
              update for the Home Repair programs in progress. The new application
              process has been successful. Continue to be fully staffed.
