MINUTES Citizen’s District Council Meeting City of Muskegon CDBG Conference Room 203 Muskegon, Michigan Tuesday, September 6, 2011 CALL TO ORDER The meeting was called to order by Pat Montney at 5:39 p.m. ROLL CALL Roll call was taken by Liz Parker. Present: Patricia Montney, Rosalind Ford, Virgie Jackson, Jonathan Phillips, Addie Sanders-Randall, Amy Varnado, Steve Gawron Absent: Ned Carter, Stephanie Marion Excused: Thomas Pastoor Staff Present: Oneata Bailey, Liz Parker APPROVAL OF MINUTES Amy Varnado made a motion to approve the minutes from the June 7, 2011 meeting. Pat Montney seconded. Motion passed unanimously. OLD BUSINESS Consolidated Plan 2011 – 2016 Oneata Bailey stated the plan is being reviewed by HUD. The Consolidated Plan describes what the City plans to do for the next five years with HUD funds. They are waiting to hear from their rep that it was accepted. Action Plan 2011 - 2012 Oneata Bailey said the Action Plan states what the City will do with current HUD funds for 2011 - 2012. The Plan is being reviewed by HUD. They needed a recapture of HOME funds statement placed in the Action Plan, which has been done. Her department is waiting for approval of funding so that programs like Emergency Repair and Vinyl Siding can begin. Once she has approval from HUD, agreements can go out for signature for the 2011 – 2012 grant year. NEW BUSINESS Welcome New Members Rosalind Ford & Jonathan Phillips Pat Montney welcomed the new members and explained the group usually meets the first Tuesday of each month. Grant proposals are reviewed in January. Pat asked Page 1 of 2 Oneata Bailey what the grant process would be for next year and she stated she didn’t know yet, but probably would have an answer in November. Steve Gawron thanked Rosalind and Jonathan for becoming members. 2010 – 2011 CAPER Oneata Bailey stated the report is out for review. This report shows the results of what was done with HUD funds for the previous year. The CAPER (Consolidated Annual Performance Evaluation Report) is a wonderful document of sharing what the accomplishments were in the last year. Since Muskegon is a poorer community, we do not need to leverage funds as a larger community like Grand Rapids, which has a lot of business investments. Addie Sanders-Randall asked if the figures are estimated or actual. Oneata explained they are actual numbers; however, it doesn’t show what they actually spent. Some funds were recaptured that were not completely spent. Rental Rehab is on hold and HOME can keep the money for five years, but it has to be allocated within 24 months. NIC’s funds were absorbed back into the City’s HOME program. There will be a public hearing on Thursday, September 8 at 10am in the Commission Chambers and again at the City Commission meeting on Tuesday, September 13 at 5:30pm. The hearings are meant for the public to comment on what they like, dislike and what programs that were cut that they would like to see brought back. The voice of the citizens is what drives this program. Steve Gawron said with less people subscribing to the Muskegon Chronicle, less people are hearing about the meetings. After the public hearings the plan will be submitted to HUD. Jonathan Phillips asked where the details for the Leisure Services Youth Recreation Programs are located. Oneata said the Planning Department has that information because they are managing those programs. OTHER BUSINESS Liz Parker handed out the updated listing of CDC members since they are now at full capacity. Included are the term expiration dates. Those having their terms expire on 1/31/2012 need to reapply if they want to remain on the CDC board. Next CDC Meeting The next meeting will be Tuesday, October 4, 2011 at 5:30 p.m. in Conference Room 203.
