CITY OF MUSKEGON PLANNING COMMISSION REGULAR MEETING MINUTES April 14, 2022 T. Michalski called the meeting to order at 4:00 p.m. and roll was taken. MEMBERS PRESENT: T. Michalski, J. Montgomery-Keast, L. Spataro, B. Mazade, L. Mikesell MEMBERS ABSENT: J. Doyle (excused), D. Keener, E. Hood, K. Johnson STAFF PRESENT: M. Franzak, D. Born OTHERS PRESENT: ________________________________________________ APPROVAL OF MINUTES A motion to approve the Minutes of the Regular Planning Commission meeting on March 10, 2022 was made by J. Montgomery-Keast, supported by L. Spataro and unanimously approved. PUBLIC HEARINGS Hearing, Case 2022-10: Staff initiated request to vacate Larch Ave east of Peck St and west of Leahy St and to also vacate Clinton St south of Larch Ave and north of Laketon Ave. SUMMARY 1. The two streets are located adjacent to the former Hackley Hospital campus. 2. Mercy Health Partners will be selling most of the property to Muskegon Public Schools for the development of the new middle school. 3. Muskegon Public Schools and Mercy Health Partners also own all of the properties adjacent to these two streets (see map on next page). 4. The new middle school plans require the vacation of these two streets. PUBLIC COMMENTS none STAFF RECOMMENDATION Staff recommended the vacation as proposed. CLOSE PUBLIC HEARING – MOTION A motion to close the public hearing was made by J. Montgomery-Keast, supported by L. Spataro and unanimously approved. MOTION Motion by J. Montgomery-Keast and supported by LeighAnn Mikesell: I move that the request to vacate Larch Ave east of Peck St and west of Leahy St and to also vacate Clinton St south of Larch Ave and north of Laketon Ave be recommended to the City Commission for approval. Franzak updated the commission that the PUD at Hartshorn was approved at the city commission meeting. OTHER M. Franzak proposed to schedule a joint meeting with the planning and city commissions to discuss the future of the marihuana ordinance. Proposed a tentative meeting in June at the end of the regularly scheduled planning commission meeting. M. Franzak noted that in the Imagine Muskegon Lake Plan on Nelson St (near the beach), a plan has been discussed that the area would have amended zoning to allow for 3-story homes, to allow for lake views. M. Franzak discussed how the neighborhood organization didn’t want to meet until they were ready to make an official stance. M. Franzak suggested that the plan may be brought to next month’s planning commission meeting. ADJOURN There being no further business, the meeting was adjourned at 4:17 pm.
