Minutes Citizen’s District Council Meeting City of Muskegon CDBG City Commission Chambers Muskegon, Michigan March 7, 2023 CALL TO ORDER: The meeting was called to order by Perry Dennie at 5:37 pm. ROLL CALL: Roll call was taken by Wendy Webster, and a quorum was present. Present: Perry Dennie Veania Coleman Jeremy Lenertz Paul Kurdziel Jennifer Ross Absent: Ationza Smith Bre’Onna Sanders Staff Present: Sharonda Carson Wendy Webster Ashley Briggs Corey Davis Others Present: Rebecca St. Clair, City Commissioner APPROVAL OF MINUTES: A motion to approve the minutes from December 6, 2022 (Action Item) was made by Paul Kurdziel; J. Lenertz supported the motion, which passed unanimously. PUBLIC COMMENTS: None. OLD BUSINESS: Sharonda Carson introduced 2 members of her staff Ashley Briggs and Corey Davis. Both specialists shared their responsibilities and current programs they are working on. Discussion about liens on the homes for homeowners that are being repaired. Liens are for 5 years for residential façade program, and 3 years for senior millage program. Some liens are waived depending on costs. NEW BUSINESS: Veania Coleman motioned to have meetings every 3 months vs. monthly. After discussions, it was agreed that the 2023 meetings will be held on: March 7, 2023 April 4, 2023 June 6, 2023 September 5, 2023 Approved by all 2021 CAPER – update by Sharonda provided STAFF REPORTS: • Notice of Intent for Community Funding Opportunity • Discussion on solicitation for proposals annual action plan will be published in the next few days. 2021 Accomplishments – handout for review only. GENERAL DISCUSSION: • Discussion on funding Boys and Girls Club. If we continue to fund this club, it is asked to supply hard data i.e., how many students are being serviced with demographic and geographic information. • Discussion on Love Inc. If we continue to fund this club, what weekly installment of food is. The allotment per family is only enough for 2 days. A large amount of money comes from the city and their primary purpose is to feed the city. Maybe a presentation from both organizations would be welcomed. • Discussion on future meetings to be held in smaller conference room across.
