CITY OF MUSKEGON HISTORIC DISTRICT COMMISSION REGULAR MEETING MINUTES October 7, 2014 Chairperson J. Hilt called the meeting to order at 4:04 p.m. and roll was taken. MEMBERS PRESENT: J. Hilt, S. Radtke, L. Spataro, D. Mayville, L. Wood MEMBERS ABSENT: K. Panozzo, excused; S. Kroes, excused STAFF PRESENT: M. Franzak, D. Renkenberger OTHERS PRESENT: K. Preston, 1762 Jefferson St.; J. Silvis; J. Wallace, 333 W. Western Ave. APPROVAL OF MINUTES A motion to approve the regular meeting minutes of September 2, 2014 was made by J. Hilt, supported by D. Mayville and unanimously approved. NEW BUSINESS Case 2014-20 – 1762 Jefferson Street. Applicant: Darren Rogers/Kimberly Preston. District: Jefferson. Current Function: Residential. M. Franzak presented the staff report. The applicants are seeking approval to replace the roof of the garage that was heavily damaged in the wind storm in April. The current roof has old clay asbestos tiles that cannot be replaced. They are proposing asphalt shingles of a style fitting with other roofs in the historic district. The applicant brought in a sample of the type of shingles they wished to use. They stated that they wanted something gray that had the appearance of slate. A motion that the HDC approve the request for the new roof as proposed, as long all zoning requirements are met and the necessary permits are obtained, was made by D. Mayville, supported by L. Wood and unanimously approved. L. Spataro arrived at 4:08 p.m. OLD BUSINESS: None OTHER Hackley Park Stage - There is a group that is proposing a permanent stage at Hackley Park. The Hackley Park Master Plan was provided to board members as a reference. HDC Minutes 10/07/14 1 J. Silvis was involved with the Parties in the Park, which had been held in Hackley Park for 30 years. He wanted to do something for the park in honor of the anniversary and was looking for input from the HDC. He thought a permanent stage would be a useful addition to the park, since the temporary stage currently used was getting quite old. The new stage would be handicap- accessible and would not require City staff time to erect and remove every year. J. Silvis and J. Wallace presented preliminary architectural drawings of the proposed stage. It depicted a brick structure with posts supporting a slanted roof. L. Spataro pointed out that the Master Plan for Hackley Park stated that the stage should be taken down when not in use; however, that was not currently happening due to the condition of the stage and City staff availability. He stated that he would prefer an aesthetically pleasing structure, but was concerned that the one proposed would obscure the sight line to the central focus of the park, which was the central monument. S. Radtke was concerned with placement of the stage, stating that the park’s layout was symmetrical, but the location of the current stage was off-center. J. Silvis, J. Wallace, staff, and board members discussed the proposed stage and how it could comply with the park’s Master Plan. L. Spataro stated that he would like to see a rendering showing how the stage’s roof would affect the sight line. S. Radtke suggested using fence materials to match the current park fence around the central memorial, instead of masonry. L. Spataro stated that they should also figure out the location where the stage would be symmetrical, to see if any trees were in the way. J. Silvis and J. Wallace also discussed possible sources of financing. L. Spataro asked them to provide additional drawings of the proposed stage based on today’s input, and provide it to board members for review.
