CITY OF MUSKEGON HISTORIC DISTRICT COMMISSION SPECIAL MEETING MINUTES March 3, 2015 Chairperson J. Hilt called the meeting to order at 4:0__ p.m. and roll was taken. MEMBERS PRESENT: J. Hilt, S. Kroes, D. Mayville, K. Panozzo, S. Radtke; L. Wood, L. Spataro MEMBERS ABSENT: None STAFF PRESENT: M. Franzak, D. Renkenberger OTHERS PRESENT: A. Steinman, Lakeshore Museum Center Assistant Director; N. Raap, Pro Services, 1141 S. Wolf Lake Rd. APPROVAL OF MINUTES A motion to approve the special meeting minutes of February 17, 2015 was made by K. Panozzo, supported by D. Mayville and unanimously approved. OLD BUSINESS Case 2015-06 – 1641 Jefferson Street. Applicant: Ray Panozzo. District: Jefferson. Current Function: Residential. The applicants are proposing to add a 4-foot high cedar dog-eared fence in the back yard. The fence will go from the garage, 8 feet out and over to tie in with the existing wooden fence. This case was presented at the special meeting of February 17, 2015, but was unable to be voted on due to lack of a quorum. Although four board members were present, one of them was a property owner of 1641 Jefferson and therefore could not vote. A motion that the HDC approve the request to install the fence as proposed as long as all zoning requirements are met and the necessary permits are obtained was made by L. Wood, supported by S. Radtke and unanimously approved. NEW BUSINESS Case 2015-07 – 430 W Clay Avenue. Applicant: Lakeshore Museum Center. District: National Register. Current Function: Institutional. The applicant is seeking approval to install a 28”(h) x 48”(l) x 14”(d) welded aluminum awning above the 4th Street door entrance. A picture of the awning style was presented. Board members discussed the design of the awning. L. Spataro inquired what the plans were for the existing sign. A. Steinman requested permission to relocate the sign to the right of the entrance once the awning was installed. HDC Minutes 3/3/15 1 A motion that the HDC approve the request to install the awning as proposed as long as all zoning requirements are met and the necessary permits are obtained, as well as approve the request to relocate the existing sign to the right of the entrance was made by L. Spataro, supported by S. Kroes and unanimously approved. OTHER BUSINESS 550 W Western Avenue. Applicant: Pro Services. District: National Register. Current Function: Residential. The applicant is proposing to replace clay tiles at the Amazon Apartment complex with standing seam metal or asphalt shingles. The board discussed available material options. D. Mayville stated that a composite, imitation slate tile roof would maintain the building’s original appearance. L. Spataro stated that snow jambs or a dual-aluminum bar with snow guard would be necessary to control snow slide off if an aluminum product was approved. K. Panozzo stated that restrictions by the national registry might already exist pertaining to roof replacement and acceptable material. M. Franzak stated that he would check to see if any directives had been previously established. There being no further business, the meeting was adjourned at 4:40 p.m. HDC Minutes 3/3/15 2
