CITY OF MUSKEGON HISTORIC DISTRICT COMMISSION MINUTES July 5, 2016 Chairperson J. Hilt called the meeting to order at 4:00 p.m. and roll was taken. MEMBERS PRESENT: J. Hilt, A. Riegler, S. Radtke, K. Panozzo, L. Wood, S. Kroes, D. Warren MEMBERS ABSENT: None STAFF PRESENT: M. Franzak, D. Renkenberger OTHERS PRESENT: D. Kamps, Step Up, 1319 Peck St.; M. Rundquist, Muskegon Eagles, 621 W. Western Ave. APPROVAL OF MINUTES A motion to approve the regular meeting minutes of June 7, 2016 was made by J. Hilt, supported by A. Riegler and unanimously approved. NEW BUSINESS Case 2016-11 – 1319 Peck Street. Applicant: Step Up. District: Clinton-Peck. Current Function: Office. The applicant is seeking approval to install new low-maintenance siding (possibly vinyl) over the existing wood siding on the home. D. Kamps introduced the Step Up organization and explained what they do. He stated that there are serious defects in the current siding, including holes where daylight is coming through and peeling paint. He was looking for input from the HDC on what their options were for re-siding. Since they were a non-profit, they wanted something that would last, and were considering vinyl. He stated that several other homes in the area had vinyl siding. A. Riegler asked if the fascia could be repaired. D. Kamps stated that it could, but it didn’t address the deteriorating siding. K. Panozzo asked if there was any dry-rot; D. Kamps stated that there was, in spots. A. Riegler stated that it would be difficult to replicate the siding detail, and it was an important design element of the home. D. Kamps stated that there were several shingles missing, and many were not paintable any longer; the peeling paint wasn’t the problem, it was the condition of the wood. L. Wood pointed out that vinyl siding had been allowed many times in the past. She also stated that if the current paint was lead-based, it would require a licensed individual or company to remediate it. A. Riegler suggested that Mr. Kamps obtain cost estimates for both repair and repainting, and vinyl siding and bring that information back to the board for consideration. K. Panozzo stated that he could also obtain estimates for repair of the peak areas where the decorative elements were. A motion that the HDC table this case until the owners submit estimates comparing the cost of vinyl siding versus the cost of repairing and repainting the wood, was made by A. Riegler, supported by S. Kroes and unanimously approved, with J. Hilt, A. Riegler, S. Radtke, K. Panozzo, L. Wood, and S. Kroes voting aye. HDC Minutes 7/5/16 1 Case 2016-12 – 621 W. Western Avenue. Applicant: Muskegon Eagles. District: Clay-Western. Current Function: Recreational. The applicant is seeking approval to install a new two-sided LED sign measuring 68” long by 21” high, which would be attached to the existing sign in front of the Eagles. The signage was previously discussed at the HDC’s March meeting when revisions to the bowling alley’s entryway were approved. An excerpt from the March 2016 HDC minutes reads as follows: “M. Rundquist of the Muskegon Eagles inquired about replacing their current sign. It was neon at one time but they were unable to maintain it, so it was covered with a skin. However, it was starting to rot and needed to be replaced. They also wanted to attach a 2-faced LED lighted sign underneath the current sign, to advertise club events. M. Rundquist described the proposed signs. M. Franzak stated that it would be allowed by the sign ordinance, but he needed to fill out another HDC application and provide drawings for the board’s review and approval.” M. Rundquist stated that sign would be 2-sided and hang 19” down from the bottom of the existing sign, making it 10’ 8” off the ground. The sign would be 53” wide, and the electrical components were already in place from a previous neon sign. K. Panozzo asked if the proposed sign met the City’s ordinance requirements. M. Franzak stated that he would be reviewing the sign permit to ensure that it did. A motion that the HDC approve the request to install a new two-sided LED sign as proposed, to be attached to the existing sign in front of the Eagles, was made by S. Radtke, supported by S. Kroes and unanimously approved, with J. Hilt, A. Riegler, S. Radtke, K. Panozzo, L. Wood, and S. Kroes voting aye. D. Warren arrived at 4:30 p.m. OLD BUSINESS The Corner Church - The Corner Church had provided revised renderings of the proposed new side entrance to staff, who had then forwarded the two options to board members for review. The drawings were labeled “option A” and “option B”, with “A” having a rectangular-shaped roof and “B” having a rounded roof, somewhat similar to the original entryway. Board members discussed both options. A motion to approve the request to add the side entrance to the church as proposed in either option A or B, with option B being the preferred choice, as long as all necessary permits are obtained and zoning requirements are met, was made by D. Warren, supported by K. Panozzo and unanimously approved, with J. Hilt, A. Riegler, S. Radtke, K. Panozzo, L. Wood, D. Warren and S. Kroes voting aye. OTHER BUSINESS Training – M. Franzak discussed a free training opportunity for HDC board members. Members asked that the training session be no longer than 2 hours in length.
