CITY OF MUSKEGON HISTORIC DISTRICT COMMISSION MINUTES February 6, 2024 S. Radtke called the meeting to order at 4:06 p.m. and roll was taken. MEMBERS PRESENT: J. Huss, K. Kochin (late), K. George, G. Borgman, S. Radtke MEMBERS ABSENT: D. Gregersen, excused STAFF PRESENT: J. Pesch, W. Webster OTHERS PRESENT: T. Lundholm, R. Cook, J. Husted, and R. Rafson (1011 2nd) APPROVAL OF MINUTES A motion to approve the regular meeting minutes of December 5, 2023 was made by G. Borgman, supported by K. George and approved with J. Huss, K. George, G. Borgman, and S. Radtke voting aye. OLD BUSINESS None. NEW BUSINESS Case 2024-01 – 1011 2nd St. – Solar Panels Applicant: Tim Lundholm (Head of Trustees, Central United Methodist Church) - District: Downtown Structures - Current Function: Institutional The applicant was seeking approval to install a solar panel array on the southwest-facing sloped and flat roof surfaces. J. Pesch shared a couple additional photos of a solar array installed on another building. The panels will be matte finish and not be reflective. A motion that the HDC approve the request to install a solar panel array on the southwest-facing sloped roof and any flat roof surface, excluding the sloped roof on the nave, to the location and installation specifications provided in the February 6th, 2024 HDC staff report as long as the work meets all zoning requirements and the necessary permits are obtained was made by J. Huss, supported by K. George, and approved with S. Radtke, J. Huss, K. George, G. Borgman, and K. Kochin voting aye. OTHER BUSINESS HDC Public Outreach – J. Pesch provided an update on the topics discussed at the December 2023 HDC meeting regarding public outreach efforts of the HDC. NPS New Guidance/Webinars on the Use of Substitute Materials – J. Pesch explained that the National Park Service (NPS) had issued new guidance on historic buildings and the use of substitute materials and hosted two webinars on the topic. The new guidance provided additional direction as well as technical preservation information on when a different material than the historic one may be appropriately used to replace a deteriorated or missing historic feature, consistent with the Secretary of the Interior’s Standards for Rehabilitation. March 2024 HDC Meeting Date Change – J. Pesch explained that he would not be available to attend the regularly-scheduled HDC meeting on March 5th, 2024. Not knowing whether any new business would come before the board for review at that meeting, the HDC decided to keep the regular meeting date in place and schedule a special meeting should there be a need for one. ADJOURN There being no further business, the meeting was adjourned at 5:03 p.m.
