CITY OF MUSKEGON HISTORIC DISTRICT COMMISSION MINUTES April 2, 2024 S. Radtke called the meeting to order at 4:14 p.m. and roll was taken. MEMBERS PRESENT: J. Huss, K. Kochin, G. Borgman, S. Radtke MEMBERS ABSENT: D. Gregersen, K. George STAFF PRESENT: J. Pesch, W. Webster APPROVAL OF MINUTES A motion to approve the regular meeting minutes of February 6, 2024 was made by K. Kochin, supported by G. Borgman and approved with J. Huss and S. Radtke voting aye. ELECTION OF CHAIR AND VICE-CHAIR J. Pesch noted that S. Radtke was the current Chairperson and D. Gregersen was the Vice Chairperson. G. Borgman made a motion to retain S. Radtke as Chairperson and nominated J. Huss as Vice Chairperson supported by K. Kochin. S. Radtke and J. Huss accepted the nominations. A vote was taken and unanimously approved, with S. Radtke, J. Huss, G. Borgman, and K. Kochin voting aye. OLD BUSINESS None. NEW BUSINESS None. OTHER BUSINESS 2023 Staff Approval Update #3 – J. Pesch explained that, since the last update in September 2023 (but before the end of that year), staff had approved eight projects. Those in bold were discussed with the HDC chairperson prior to approval: - 561 W. Western – Rooftop air conditioner installation - 29 Irwin – Reroof house and garage/repair and replace soffit and fascia - 1267 Terrace – Construct iron fence with brick piers - 280 W. Webster – Replacement of existing wooden accessible ramp with a similar, composite ramp - 1285 Ransom – Replacement of damaged wooden privacy fence - 511 W. Clay – Install code-complaint handrail on existing accessible ramp - 1342 Peck – Replacement of damaged sections of siding with same material - 502 W. Webster – Reroof three flat roofs and replace damaged cedar shakes where necessary SHPO Muskegon County Civil Rights Project – In 2020, the State Historic Preservation Office was awarded a grant from the National Park Service to identify and study sites of historic significance to the 20th Century African American Civil Rights Movement in Muskegon County. J. Pesch explained that the final report was recently completed and shared information about an upcoming presentation of the report’s findings to the Muskegon City Commission. Nelson House Update – City staff continue to work with Muskegon Public Schools on the project to move the Nelson House. Additional asbestos testing had been completed over the past few months, revealing that less asbestos was present in the house that originally assumed. MPS staff would be preparing a demolition bid and abatement bid in one bid package and continue to work with City staff on the project. Lakeshore Museum Center Letter of Support – The HDC members reviewed and signed a letter of support for the Lakeshore Museum Center’s application for a federal appropriation through Senator Debbie Stabenow’s office for the roofs on the Hume House and Carriage Barn. 2023 CLG Report – Staff shared the recently submitted Certified Local Government annual report that was completed with input from the HDC gathered at the December 2023 meeting. J. Pesch noted that in 2023, 53 applications were approved. Staff and board members discussed identifying future goals to work toward in 2024.
