CITY OF MUSKEGON HISTORIC DISTRICT COMMISSION REGULAR MEETING MINUTES March 7, 2012 Chairperson J. Hilt called the meeting to order at 4:05 p.m. and roll was taken. MEMBERS PRESENT: J. Hilt, S. Kroes, D. Mayville, L. Spataro MEMBERS ABSENT: Excused: S. Radtke, L. Wood, K. Panozzo STAFF PRESENT: M. Franzak, D. Renkenberger OTHERS PRESENT: M. Ferriby, Hackley Library; D. LaBrenz, City of Muskegon Inspection Services; S. Sieradzki, 557 W. Clay Ave. APPROVAL OF MINUTES A motion to approve the regular meeting minutes of February 7, 2012 was made by L. Spataro, supported by S. Kroes and unanimously approved. NEW BUSINESS Case 2012-04 – 316 West Webster Avenue. Applicant: Hackley Public Library. District: National Register. Current Function: Library. The applicant is seeking approval to add a 15” x 12” bronze plaque, noting the building as a National Literary Landmark. S. Kroes disclosed that she was an employee of the library, but there was no conflict of interest, as there was no financial benefit to her. M. Ferriby stated that they would like to place the plaque outside the building, so that it is visible to visitors after hours. She explained where it would be placed on the outside of the building. A motion that the HDC approve the request to add the plaque as described, as long as it meets all zoning requirements and the necessary permits are obtained, was made by L. Spataro, supported by D. Mayville and unanimously approved. Since the property owner of 557 W. Clay was not present, case 2012-06 was heard next. Case 2012-06 – 28 Delaware Avenue. Applicant: City of Muskegon Inspections Dept. District: McLaughlin. Current Function: Residential. The City of Muskegon Inspections Department is requesting to demolish the house at 28 Delaware Avenue, which is on the dangerous building list. D. LaBrenz stated that the property owner had indicated no interest in the building. This case had been heard by the HDC before, but the property owner hadn’t been notified in that case. The property owner was notified in this case, with no response received. A motion that the HDC approve the request to demolish the building at 28 Delaware Avenue, as long as it meets all zoning requirements and the necessary permits are obtained, was made by D. Mayville, supported by S. Kroes and unanimously approved. HDC Minutes 3/06/12 1 Case 2012-05 – 557 West Clay Avenue. Applicant: City of Muskegon Inspection Department. District: Clay-Western. Current Function: Residential. The City of Muskegon Inspection Department is requesting to demolish the house at 557 W. Clay Avenue, which is on the dangerous building list. S. Sieradzki was the owner of the house. He stated that he originally had intended to have a multi- family or bed and breakfast use of the home, but it was rezoned to R-1, Single Family Residential zoning and he can no longer afford to rehab the property. He stated that he appreciated the City working with him in the past, but was ready to proceed with the demolition at this point. He stated that he would only ask the Inspection Department to let him handle the demolition himself so that he could salvage what items he could. A motion that the HDC approve the requested to demolish the building at 557 West Clay Avenue, as long as it meets all zoning requirements and the necessary permits are obtained, was made by D.
