REGULAR MEETING
MINUTES
September 1, 2009
Vice-Chairperson S. Kroes called the meeting to order at 4:07 p.m. and roll was taken.

APPROVAL OF MINUTES
A motion to approve the regular meeting minutes of August 4, 2009 was made by L. Spataro,
supported by K. Panozzo and unanimously approved.
NEW BUSINESS/PUBLIC HEARINGS
Case 2009-14; 510 W. Clay Ave. – Ornamental. Applicant: Lakeshore Museum Center. District:
National Register. Class: AA. Current Function: Institutional. M. Franzak presented the staff
report. The applicant is seeking approval to pour a 30” x 50” x 3 ½” slab of concrete in the back
yard. An historic bell will be placed on the slab. Staff recommends approval of the concrete slab
and bell.
J. McGarry discussed the history of the bell, which was originally commissioned for the fire
department. L. Spataro asked if there would be a shelter over the bell. J. McGarry stated that there
would not be; it had been sitting outside for years and was still in good shape so they didn’t think a
shelter was necessary.
A motion that the HDC approve the request to pour the cement pad as proposed and allow the
addition of the bell as long as it meets all zoning requirements and the necessary permits are
obtained, was made by L. Spataro, supported by K. Panozzo and unanimously approved.
Case 2009-15; 1640 Peck St. – Window / Trim. Applicant: Kasmira Scheibner. District: Clinton /
Peck. Class: A. Current Function: Residential. M. Franzak presented the staff report. The applicant
is seeking approval to wrap all exposed lead surfaces (soffit, fascia, trim) with aluminum. Staff
recommends approval.
Work on this house is being done through the City’s Community & Neighborhood Services
Department’s lead abatement program. The wrapping needs to be done to cover up lead-based paint
on the trim, fascia, and soffit. They also recommended that the windows be replaced. M. Johnson

stated that they could have the new vinyl windows match what is currently there. L. Spataro asked
if the doors needed to be repaired. M. Johnson stated that only the stops and thresholds did.
A motion that the HDC approve the request to wrap all exposed lead surfaces with aluminum and to
replace the windows with vinyl with the conditions that 1) all zoning requirements are met, 2) any
necessary permits are obtained, 3) the original window openings are retained, and 4) the
replacement windows match the look of the current windows, was made by L. Spataro, supported
by K. Panozzo and unanimously approved.
Case 2009-16; 416 W. Webster Ave. – Eaves. Applicant: Eric Decker. District: National Register.
Class: AA. Current Function: Residential. M. Franzak presented the staff report. The applicant is
seeking approval to box in all eaves to retain the original look. Staff recommends approval of the
request.
The applicants answered board members questions about the work to be completed.
A motion that the HDC approve the request box in all eaves as long as it meets all zoning
requirements and the necessary permits are obtained, was made by D. Mayville, supported by L.
Spataro and unanimously approved.
OTHER
State History Conference – M. Franzak provided information on the State History Conference.
Certified Local Government – L. Spataro asked for an update on the Certified Local Government
program through the State. M. Franzak stated that upon looking into the requirements further, he
found that there would be some significant changes that needed to be made to the City’s historic
district ordinance. That project was on the back burner for now.
There being no further business, the meeting was adjourned at 4:35 p.m.
