MINUTES OF THE
LOCAL OFFICER'S COMPENSATION COMMISSION MEETING
TUESDAY, OCTOBER 18, 2011
MEMBERS PRESENT: Nick Archer, Dwayne Lang, Deborah Crockett, Paul Edbrooke, Willie
German Jr., Rosalind Ford, Catherine Young
MEMBERS ABSENT: None
STAFF PRESENT: Bryon Mazade, Pat Bice
OTHERS PRESENT: Nick Alderink
I. Call Meeting to Order (current Chairperson, Dwayne Lang)
The meeting was called to order at 4:32 p.m. by Chairperson D. Lang.
II. Election of new Chairperson
D. Lang opened the floor for nomination of Chairperson. A motion to nominate Willie
German, Jr. as Chairperson was made by D. Lang, supported by C. Young, and
unanimously approved. W. German accepted the position.
Commissioner N. Archer arrived at 4:34 p.m.
III. Approval of Minutes of October 14. 2009
A motion to accept the minutes of the October 14, 2009 meeting was made by
P. Edbrooke and supported by C. Young. There was no discussion and the motion was
unanimously approved.
IV. Setting of Salaries for the Mayor and City Commissioners for 2012 and 2013
B. Mazade referred to the Michigan Municipal League salary survey and other information
provided to members for their consideration in recommending the salaries. He advised the
members that the last increase was set in 2007, for the years 2008 and 2009. [Mayor -
$7,800; Commissioners - $6,300] A motion that the salaries remain the same due to the
current economic climate was made by C. Young and supported by D. Crockett.
N. Archer asked if there are workers on lay off. Mazade responded yes. N. Archer asked if
more layoffs were anticipated. B. Mazade responded that it’s difficult to say as the city won’t
go through the budget process until next spring, but it is a possibility; one person is laid off
right now. N. Archer said he thought 2 or 3 workers were on lay off at the last meeting [in
2009]. B. Mazade corrected himself, saying there are 2 persons currently laid off. N. Archer
asked if there’s a chance the laid off employees will be recalled. B. Mazade responded it
could be, if there are positions that become vacant; he doesn’t necessarily see the city
adding positions that would allow those persons to come back but as positions become
vacant, they could, possibly. N. Archer asked if there are going to be any positions that
remain vacant when people retire. B. Mazade responded that is a possibility because that’s
what the city looks to do. As positions become vacant, rather than laying people off, if the
city is going to eliminate positions the city tries to do it through attrition as much as possible.
N. Archer stated he wondered about that as it would seem like it would have some bearing
on it. He stated he has no qualms about leaving the salaries as they are, as the city
commissioners would probably want to do that, anyway.
Commissioner Rosalind Ford arrived at 4:37 p.m.
B. Mazade advised R. Ford the members are addressing item IV and there’s a motion, with
support, to keep the salaries as they are currently.
Chairperson German called for further discussion and there was none. He said the motion
was made and seconded to keep the salaries the same and called for a vote. The motion
was unanimously approved.
V. Adjourn
P. Bice called attention to a government student being in attendance. Muskegon
Community College student Nick Alderink introduced himself and was welcomed by
members.
Chairperson German adjourned the meeting at 4:39 p.m.
