                                            MINUTES OF THE

                           LOCAL OFFICER'S COMPENSATION COMMISSION

                                    WEDNESDAY, OCTOBER 14, 2009

MEMBERS PRESENT:                   Nick Archer, Paul Edbrooke, Dwayne Lang, Kathleen Pietsch
MEMBERS ABSENT:                    Jodi McClain, Willie German, Jr., Jodi Carson
STAFF PRESENT:                     Bryon Mazade and Pat Bice


I.       Call Meeting to Order (current Chairperson, Dwayne Lang)
         The meeting was called to order at 4:04 p.m. by the current Chairperson, Dwayne Lang.

II.      Election of new Chairperson
         Motion by Nick Archer, supported by Paul Edbrooke, to open the floor for election of new
         Chairperson for this meeting. Motion unanimously carried.

         Motion by Paul Edbrooke, supported by Nick Archer, to elect Dwayne Lang as Chairperson.
         Motion unanimously carried.

III.     Approval of Minutes of October 17, 2007
         Motion by Dwayne Lang, supported by Nick Archer, to approve the minutes of the October
         17, 2007 meeting. Motion unanimously carried.

IV.      Setting of Salaries for the Mayor and City Commissioners for 2010 and 2011
         Dwayne Lang opened the floor for setting the salary terms for the Mayor and City
         Commissioners for 2010 and 2011. Mr. Mazade reviewed the purpose of meeting every two
         years, prior to the city commission election this November, to set the salaries for the Mayor
         and the City Commissioners for the next two years. He advised members that the current
         salaries are $7,800 and $6,300 for Mayor and Commissioners, respectively, and called
         attention to documents reflecting other Michigan cities’ salaries, for comparison.

         Mr. Mazade responded to Nick Archer’s questions regarding current and anticipated
         employee layoffs, and if retirements were on the horizon that would negate any layoffs. He
         also informed members of the current budget situation and outlook for near-future budgets,
         as relates to state revenue. Paul Edbrooke commented, and other members concurred, that
         in the current economic situation of the city and the rest of the state, it would be
         inappropriate for anyone to expect an increase in salaries this year.

         Motion by Dwayne Lang, supported by Paul Edbrooke and Kathleen Pietsch, that the
         salaries remain the same. Motion unanimously carried. Thus, the current salaries of $7,800
         for the Mayor and $6,300 for City Commissioners shall continue for years 2010 and 2011.

V.       Adjourn
         Meeting adjourned at 4:12 p.m.
