                                        MINUTES OF THE

                         LOCAL OFFICER'S COMPENSATION COMMISSION

                                 WEDNESDAY, OCTOBER 22, 2003


MEMBERS PRESENT:                 Betty Shelton (Madison), Robert Mitchell, Stephen Holdeman,
                                 and Susie Johnson

MEMBERS ABSENT:                  Brian Barber, Gregory Kirksey, and Jodi Hernandez

STAFF PRESENT:                   Bryon Mazade and Joan Stone


I.       The meeting was officially called to order by the current Chairperson, Betty Shelton
         (Madison) at 4:25 P.M.

II.      A motion was made by Stephen Holdeman, supported by Robert Mitchell, to nominate
         Betty Shelton (Madison) as Chairperson. Motion carried unanimously.

III.     Motion by Stephen Holdeman, supported by Robert Mitchell, to approve the minutes of
         the September 25, 2001, meeting as presented. Motion carried unanimously.

IV.      A brief discussion took place regarding the materials provided to the Commission.
         Susie Johnson inquired as to what the duties are for the Commissioners. Mazade
         verbally responded to Susie Johnson's inquiry. Stephen Holdeman wanted to go on
         record expressing the loss on the passing of Winford Morrisey to the Local Officer's
         Compensation Commission. Betty Shelton (Madison) also informed the Commission of
         Gregory Kirksey's medical condition and indicated the reason for him being absence
         from this meeting. She also indicated that she had recently been married and that her
         last name is now Shelton.

         A discussion took place on the current salaries for the current City Commissioners. Mr.
         Mazade also informed the members of the current status of the budget situation for
         2004. A motion was made by Stephen Holdeman, supported by Susie Johnson, that
         the salaries for the Mayor and City Commissioners stay as they currently are - that
         being $7,500 for the Mayor and $6,000 for the City Commissioners for 2004 and 2005.
         Motion unanimously approved that the salaries will stay at $7,500 for the Mayor and
         $6,000 for City Commissioners for the next two years (2004 and 2005).

V.       Motion to adjourn the meeting by Robert Mitchell, supported by Stephen Holdeman.
         Motion carried unanimously and the meeting was adjourned at 4:43 P.M.
