                                  MINUTES OF THE

                LOCAL OFFICER'S COMPENSATION COMMISSION

                          TUESDAY, SEPTEMBER 25, 2001


MEMBERS PRESENT:             Winford Morrisey, Gregory Kirksey, Betty Madison, Robert
                             Mitchell, Faye Redmond, and Stephen Holdeman

MEMBERS ABSENT:              None (one position remaining vacant on the LOCC)

STAFF PRESENT:               Bryon Mazade and Joan Stone


I.     The meeting was officially called to order by the current Chairperson, Winford
       Morrisey, at 10:02 A.M. Since there are new members serving on the Local
       Officer's Compensation Commission, a brief introduction of the members was
       held. City Manager Mazade gave a short briefing of what the role of the Local
       Officer's Compensation Commission was.

II.    A motion was made by Stephen Holdeman, supported by Gregory Kirksey, to
       nominate Betty Madison as Chairperson. Motion by Betty Madison, supported by
       Robert Mitchell, to reappoint Winford Morrisey as Chairperson. A motion was
       made and supported to close nominations and was carried unanimously.

       Winford Morrisey withdrew his name for consideration. Motion by Stephen
       Holdeman, supported by Gregory Kirksey, to appoint Betty Madison as
       Chairperson. Motion carried unanimously.

III.   Motion by Winford Morrisey, supported by Gregory Kirksey, to approve the
       minutes of the October 5, 1999, meeting. Stephen Holdeman indicated that the
       word "former" should be deleted before Chairperson, Faye Redmond, in item I of
       the October 5, 1999, minutes. The minutes of the October 5, 1999, meeting was
       unanimously approved with the correction noted.

IV.    A discussion took place on the materials provided to the Commission and what
       actions and discussions took place in 1997 and 1999 as past practices of the
       Local Officer's Compensation Commission and inquiries as to additional benefits
       provided to the City Commissioners. Upon the closing of the discussion, a
       motion was made by Gregory Kirksey, supported by Robert Mitchell, to increase
       the salaries for the Mayor and City Commissioners by $500 for each
       classification, which would set the salary for the Mayor at $7,500 and
       Commissioners at $6,000 for years 2002 and 2003.

       Yeas: Gregory Kirksey, Betty Madison, Faye Redmond, Robert Mitchell and
             Stephen Holdeman

       Nays: Winford Morrisey
         Motion Carried and the salary for the Mayor will be $7,500 and the salary for City
         Commissioners will be $6,000 for 2002 and 2003.

V.       Motion to adjourn meeting by Stephen Holdeman, supported by Winford
         Morrisey. Motion carried unanimously and the meeting was adjourned at 10:25
         A.M.
