CITY OF MUSKEGON LEGISLATIVE POLICY COMMITTEE Minutes Monday,August23,2023 5:30 pm Present: Commissioners St. Clair, Johnson, Gorman (arrived 5:38 pm), German, Ramsey and Emory. Absent: Commissioner Hood. Approval of Minutes Commissioner Ramsey moved, Commissioner St. Clair seconded, to approve the minutes of February 27, 2023. MOTION CARRIED. Legislative Update - Pete Wills Pete Wills reviewed several State policy issues including short term rental, Congresswoman Scholten recently visited the Muskegon Farmers Market, US Senator Peters visited Muskegon USS Silversides, Rep Snyder indicated he wanted to learn more about road funding and water system challenges. Mi-Kids Tobacco Free Alliance Presentation & Model Policy Resolution - Mayor Johnson Jill Montgomery-Keast of Public Health Muskegon County, Minou Jones, Chair of the Detroit Wayne Oakland Tobacco-Free Coalition and CEO of Making It Count Community Development Corp, and Jamaine Dickens, Compass Strategies, Principal made a presentation on MiKids Tobacco-Free Alliance. The group as been talking to Mayors around the State about evidence- based strategies to reduce tobacco access & use. Priority Home Repair & Residential Facade Application & Policies - Vice Mayor German Vice Mayor German asked how residents may be able to receive more home repairs under our current programs. Currently we have a waiting list for most of our programs. Homeowners are limited to how many programs they may receive benefits from in a certain amount of time so other homeowners may have the opportunity to receive benefits as well. Residents do not want liens on their home when repairs are performed on their home. Staff will look into it. Could we amend the length of the lien? If the City is fortunate enough to receive more benefits, the City will re-evaluate this policy. Agenda Packet Timeline -Jonathan Seyferth/Ann Meisch Staff indicated the current timeline to submit items for the agenda was difficult for most staff members. After some discussion, it was decided that items could be submitted eight days before the meeting on that Monday, agenda review would be held on that Tuesday one week prior to the meeting. Agenda packets will be sent to the Commission on Tuesday, one week prior to the meeting and placed on the website on Wednesday, six days before the Commission meeting. Commissioner Ethics Policy - Commissioner Emory Commissioner Emory would like an Ethics Policy for City Commissioners. City Manager Seyferth indicated they had just found a draft of an Ethics Policy created many years ago to review. An Ethics Policy must be adopted every two years and could be adopted at the Organizational meeting or perpetuity. It was decided to take this topic to the November Worksession for further discussion. ADA-Related Accommodation for Virtual Meeting Participation by a Committee or Board Member - Mayor Johnson Mayor Johnson requested a policy for ADA related accommodations for virtual meeting participation for a committee or board member. This item will be taken to a Commission meeting for further discussion. Adjournment Motion by Commissioner Ramsey, seconded by Commissioner German to adjourn the meeting at 8:02 pm. MOTION CARRIED.
