MUSKEGON BOARD OF CIVIL SERVICE COMMISSIONERS Regular Meeting Minutes Thursday, September 11, 2014 4:00 p.m. City Hall, Room 203 ************************************************************************************ I. CALL TO ORDER The meeting was called to order by Commissioner David George Newsome at 4:05 p.m. Also present: Commissioner David Wendtland, Commissioner Pamela Lynk, Deborah Groeneveld, Human Resources Director, and Mary Mansfield, Administrative Secretary. II. MINUTES Motion was made by David Wendtland and seconded by Pamela Lynk to approve the regular minutes of the May 8, 2014 meeting. Motion Carried. III. ACTION AGENDA A. Review of Ballot Language. Debbie gave the commissioners a copy of the ballot language for the charter amendment for review. The group agreed that it was clean and well written. The goal of the charter amendment is to attack the rule of one. Commissioner Wendtland question the eligibility list portion, and asked if it means some qualify, and some don’t. Debbie added that only qualified will be on the list, and that the eligibility is based on the results of the test or interview. Commissioner Newsome added that this requires a 70% or better. He added that he’s hopeful that with the cooperation of getting this rule looked at, that the rule of three will be next to be eliminated. IV. OLD BUSINESS The Civil Service contract for the next fiscal year has been signed effective July 1st. IX. OTHER BUSINESS Debbie added that she has a meeting with Steve Kloosterman of the Muskegon Chronicle. She added that she is going to give him a pitch regarding how the amendment is good for the City of Muskegon and that it will allow more people to come through.
