MUSKEGON BOARD OF CIVIL SERVICE COMMISSIONERS
Regular Meeting Minutes
Monday, March 13, 2024
4:00 P.M.

I. CALL TO ORDER
The meeting was called to order by Commissioner Brown at 4:02 P.M.
Present: Commissioner Lou LaBelle, Commissioner Johnny Brown, Kristen
Wade-Civil Service Director, Dwana Thompson-EEO and Employee Relations
Director, Captain Scott Zonnebelt-Police Department, Peter Wills-Director of
Government Relations, Kyle Karczewski-Parks & Recreation Director and
Melissa Clark-Human Resources Analyst. Absent/Excused: Commissioner
David Wendtland.
II. MINUTES
Motion was made by Commissioner LaBelle and seconded by Commissioner
Brown to approve the regular meeting minutes as amended of the February
14, 2024 meeting: correcting the first name spelling of Terees Williams in the
Public Comment section.
Motion Carried.
III. ACTION AGENDA
A. Seasonal Beach / Park Ranger
Director Karczewski presented the edited Seasonal Beach/Park Ranger job
description for consideration. Commissioner LaBelle moved to accept the
description as a discussion topic and Commissioner Brown seconded.
Director Karczewski explained the history of this role and the need to revisit
staffing the role for the upcoming season. A discussion ensued.
Motion Carried.
B. Police Sergeant
Captain Zonnebelt presented the edited Police Sergeant job description for
consideration. Commissioner LaBelle moved to accept the changed
description as a discussion topic and Commissioner Brown seconded.
Captain Zonnebelt explained the recommended changes to the Experience
section of the existing job description. A discussion ensued.
Motion Carried.
C. Grants Program Coordinator
Director Wills presented the Grants Program Coordinator job description for
consideration. Commissioner LaBelle moved to accept the description as a
discussion topic and Commissioner Brown seconded. Director Wills
explained the need for the role and the new position – if approved, intending
to post after July 1, 2024. A discussion ensued.
Motion Carried.
IV. OLD BUSINESS
Director Wade introduced the Human Resource response to a concern
brought to this commission by the union during the meeting held on
February 14, 2024. Melissa Clark explained the County testing audit and
provided a preliminary analysis. A discussion ensued. Director Wade affirmed
that Human Resources would work with the affected department and division
heads to determine the appropriateness and usefulness of the tested
positions, and will bring any recommended changes to the Commission for
approval.
