MUSKEGON BOARD OF CIVIL SERVICE COMMISSIONERS Regular Meeting Minutes Wednesday, August 14, 2024 4:00 P.M. ************************************************************************************ I. CALL TO ORDER The meeting was called to order by Commissioner Wendtland at 4:01pm. Present: Commissioner David Wendtland, Commissioner Johnny Brown, Jay Paulson-Deputy Fire Chief, LeighAnn Mikesell-Deputy City Manager, Sara Hough- Deputy Human Resources Director (County), Chief Timothy Kozal- Director of Public Safety, Dwana Thompson-EEO and Employee Relations Director and Melissa Clark-Human Resource Analyst (County). Absent/Excused: Commissioner Lou LaBelle. II. MINUTES Motion was made by Commissioner Brown and seconded by Commissioner Wendtland to approve the regular meeting minutes from the June 12, 2024 meeting. Motion Carried. III. ACTION AGENDA A. Proposed Change to Police Recruit Job Posting Language Chief Kozal presented a change in police recruit academy minimum qualifications in which recruits now must have taken and passed the Michigan Commission on Law Enforcement Standards (MCOLES) Physical Fitness Test no later than the closing date of the posting for the job. Motion was made by Commissioner Wendtland and seconded by Commissioner Brown to approve the request. Motion Carried. B. Proposed Change to Firefighter Job Description and Job Posting Language Deputy Chief Paulson presented proposed changes to the firefighter job description and job posting. a. Minimum qualification language was changed to indicate a Emergency Medical Technician (EMT) Certification is required; in lieu of an EMT Certification, a Medical First Responder certification would be acceptable as a minimum qualification as long as a EMT certification would be obtained within one year of hire. b. Under, “Additional Information” sections of the job description and posting, the word “Assessment” replaced the word “Agility” and the wording was added “administered by the City of Muskegon Fire Department”, which replaces the use of an outside agency to administer the firefighter testing. Mr. Paulson explained these changes allow applicants to test run the physical course before being scored, and it eliminates the need for applicants to self-pay for the cost of the Physical Assessment Test – thereby encouraging a larger applicant pool and a more robust eligibility list. Motion was made by Commissioner Wendtland and seconded by Commissioner Brown to approve the requests. Motion Carried. IV. OLD BUSINESS A. Recruiting Process Update Analyst Melissa Clark further explained the recruiting process and gave another update on the OPAC testing. A discussion ensued. This remains an open topic. IV. OTHER BUSINESS Deputy City Manager LeighAnn Mikesell proposed the Commission consider establishing a structure for public comments at Civil Service meetings, as well as appropriateness of topics. A discussion ensued. Ms. Mikesell will work with Ms. Clark to draft guidelines for the commissioner’s review at a later date. V. PUBLIC COMMENT See Other Business Section. VII.
