MUSKEGON BOARD OF CIVIL SERVICE COMMISSIONERS
Meeting Minutes
Wednesday, May 14, 2025
4:00 P.M.

I. CALL TO ORDER
Present: Commissioner Lou LaBelle, Commissioner Johnny Brown, LeighAnn Mikesell-Deputy City
Manager; Ann Meisch-City Clerk; Dwana Thompson-EEO & Employee Relations Director and Acting
Chair/Staff Liaison; and, Melissa Clark-Human Resource Analyst (County).
The Civil Service Commission Meeting was called to order by Acting Chair/Staff Liaison, Dwana
Thompson, at 4:00pm.
II. AMENDED AGENDA
Motion was made by Commissioner LaBelle and seconded by Commissioner Brown to amend the
agenda to begin with the election of officers.
Motion Carried.
III. ELECTION OF OFFICERS
Commissioner LaBelle nominated Commissioner Brown as Chair of the Civil Service Commission
beginning with this meeting and extending through December, 2026. He accepted the nomination
and was declared as the newly elected Chair of the Civil Service Commission.
Commissioner Brown nominated Commissioner LaBelle as Vice-Chair of the Civil Service
Commission beginning with this meeting and extending through December, 2026. She accepted
the nomination and was declared as the newly elected Vice-Chair of the Civil Service Commission.
The acting chair concluded the election, and the meeting continued under the leadership of the
newly elected officers.
IV. MINUTES
Motion was made by Commissioner LaBelle and seconded by Commissioner Brown to approve the
special meeting minutes from April 16, 2025.
Motion Carried.

V. ACTION AGENDA
A. Proposal to Replace Election Coordinator with an Updated Election Coordinator Job
Description.
Clerk Meisch explained that a resignation had provided the opportunity to reevaluate the
essential functions of the Election Coordinator role, driving the presented changes. A
discussion ensued. Commissioner Labelle made a motion to approve the request that was
seconded by Commissioner Brown.
Motion Carried.
III. PUBLIC COMMENT
There was no public comment.

Meeting adjourned at 4:06 PM.
