MUSKEGON BOARD OF CIVIL SERVICE COMMISSIONERS
Meeting Minutes
Wednesday, July 9, 2025
4:00 P.M.

I. CALL TO ORDER
Present: Commissioner Lou LaBelle, Commissioner Johnny Brown, Commissioner Georgia Moss,
LeighAnn Mikesell-Deputy City Manager; Joshua Parmer, Water Plant Superintendent; and, Melissa
Clark-Human Resource Analyst (County).
The Civil Service Commission Meeting was called to order by Commissioner Brown at 3:59 PM.
II. MINUTES
Motion was made by Commissioner LaBelle and seconded by Commissioner Brown to approve the
regular meeting minutes from May 14, 2025.
Motion Carried.
III. ACTION AGENDA
A. Welcome & Introduction of New Civil Service Commissioner
The commissioners welcomed their newest member, Georgia Moss, and invited her to
introduce herself. Commissioner Moss shared highlights of her professional background and
the volunteer work she’s done in the community. The commissioners thanked her for her
willingness to serve the City of Muskegon in this role.
B. Job Description
Superintendent Parmer presented recommended changes to the Water Plant Maintenance
Operator job description: namely, providing for additional qualification levels of licensing
and allowing for a greater pool of applicants for openings. Commissioner LaBelle made a
motion to accept the recommended changes and Commissioner Moss seconded.
Motion Carried.
C. Request for Extended Non-FMLA Leave of Absence.
Melissa Clark presented a request by a public service employee asking for an extension of a
non-FMLA related leave of absence, retroactive to June 1, 2025 and extending through
September 29, 2025. Civil Service Rules allow up to one year for such a leave with the approval
of the Commission. Commissioner Labelle made a motion to approve the request that was
seconded by Commissioner Moss.
Motion Carried.

IV. INFORMATION ITEMS
There were no information items.
V. OLD BUSINESS
There was no old business.
VI. OTHER BUSINESS
Deputy City Manager Mikesell presented the Fourth Amendment to Agreement Between the City
of Muskegon and the Muskegon County Board of Commissioners for human resource services.
She explained the additional scope of services and advised the full City Commission had approved.
Ms. Mikesell explained that she would need Commissioner Brown’s signature on the document
as the Civil Service Commission Chair. A motion was made by Commissioner Moss to approve the
fourth amendment and it was seconded by Commissioner LaBelle.
Motion Carried.

There was no public comment.
