Meeting Minutes
Wednesday, August 13, 2025

I. CALL TO ORDER
Present: Commissioner Lou LaBelle, Commissioner Johnny Brown, Joe Buthker-Superintendent of
Public Works; Sara Hough-Deputy Director of Human Resources (County); Dwana Thompson-EEO &
Employee Relations Director; and, Melissa Clark-Human Resource Manager (County).
Absent/Excused: Commissioner Georgia Moss.
The Civil Service Commission Meeting was called to order by Commissioner Brown at 4:01 PM.
II. MINUTES
Motion was made by Commissioner LaBelle and seconded by Commissioner Brown to approve the
regular meeting minutes from July 9, 2025.
Motion Carried.
III. ACTION AGENDA
A. Job Description
Superintendent Buthker presented recommended changes to the Highway Supervisor job
description: namely, layering qualification levels that combine education and experience to
allow for a greater pool of applicants for openings. Commissioner LaBelle made a motion to
accept the recommended changes and Commissioner Brown seconded.
Motion Carried.
