CITY OF MUSKEGON DOWNTOWN DEVELOPMENT AUTHORITY (DDA) / BROWNFIELD REDEVELOPMENT AUTHORITY (BRA) REGULAR MEETING MINUTES Julu 11, 2023 The meeting was held in the City Commission Chambers. Chairperson M. Bottomley called the meeting to order at 10:32 AM and roll was taken. I. MEMBERS PRESENT: M. Bottomley, B. Tarrant, K. Reid, J. Riegler, D. Pollock, J. Wallace Jr., M. Johnson, J. Seyferth, J. Moore MEMBERS ABSENT: M. Kleaveland, H. Sytsema, S. Black, B. Hastings, STAFF PRESENT: D. Alexander, Downtown Manager, C. Alexander, Development Analyst, Jake Eckholm, Director of Development Services, S. Wilson, Treasurer, A. Meisch, Clerk OTHER PRESENT: Ryan Leet II. APPROVAL OF MINUTES Motion by J. Seyferth second by J. Riegler, to approve the regular meeting minutes for June 13, 2023 Voice vote, all approved. III. Public comments on agenda items - None IV. BRA Business (Contessa Alexander) A. Adelaide Pointe- Reimbursement Request Requesting party: Adelaide Pointe QOZB, LLC Outline of the request: Adelaide Pointe QOZB, LLC has submitted their first request for Background: The Adelaide Pointe Project is a 35-acre mixed use waterfront development project including winter boat storage, marina space, In/Out forklift boat storage, commercial/retail, and up to 400 housing units. The request for reimbursement was submitted on June 21st, 2023 on behalf of the developer for costs related to the brownfield eligible activities that was approved in the 3rd Amendment to the Brownfield Plan Amendment adopted by the City of Muskegon BRA and City of Muskegon Commission May 9, 2023 and May 23, 2023. The BRA is responsible for formally approving all reimbursement requests for Brownfield TIF’s. Motion: I move to approve the request for reimbursement submitted by Adelaide Pointe QOZB, LLC for eligible activities by K. Reid and supported by J. Riegler. All in favor: Motion passes V.A. DDA financial was approved by a motion from J. Wallace Jr and supported by J. Riegler. Approved by all B. Revisit Façade Grant Application Requesting party: City Staff Outline of the request: City staff is looking for recommendations on improving the new fiscal year 23’-24’ façade grant cycle. Background: For fiscal years 22’-23,’ the Building Façade Improvement Grant has approved 6 businesses for façade improvements which include the following businesses; Carlisle’s, Non- Name Saloon, Marat’s Bakery, Drs. Gundersen/Zucker, The Early Owl, and Hometown Creamery. As of today, only one business, Hometown Creamery, submitted a request for reimbursement. Your budget for this program has increased to $100,000 for fiscal years 23'-24.’ Discussion: A 6 month extension can be applied for after the 12 month grant. Should we increase the limit? Are we allowed to target certain areas i.e. Pine Street? Light poles, streetscape? There are clear guidelines from the state that we can address. Motion: No motion at this time. Contessa will bring things back at next meeting. Improvement Grant for Fiscal years 23’-24’ and direct staff to update the Façade Grant Application. Additional eligible activities: -Parking lot improvements -Landscaping -Outdoor tables Include Pine St. as a target area and double the amount requested Shorten project completion time to 6 months instead of 12 months. C. Placer Reports- The Taste of Muskegon, Lakeshore Art Festival (Ann Meisch) shared the findings of attendance statistics i.e., age, ethnicity, education levels, household sizes, etc. for Taste of Muskegon and Lakeshore Art Festival VI.
