                                   REGULAR MEETING MINUTES

                                               June 11, 2024

M. Bottomley called the meeting to order at 10:32 AM and roll was taken.

   I.        Roll Call: Present: K. Reid, H. Sytsema, B. Hastings, J. Seyferth, K. Thornton, M.
             Bottomley, J. Wallace, Jr, J. Moore, S. Black,
             Absent: B. Tarrant, M. Kleaveland, A. Boyd,

   II.       Approval of the meeting minutes of May 14, 2024 was made by B. Hastings and
             supported by H. Sytsema

   III.      Public comments on agenda items - None

   IV.       DDA agenda items- Contessa Alexander

          A. DDA Financial Report May 31, 2024 - Staff is asking the DDA board to review and
             accept the financial - There has been a recent update to the DDA financials since
             your May meeting. The change involves an increase in revenue posted, totaling
             $482,615.31. Your interest income increased from $972.96 to $1,408.31. The total
             salaries/benefits have also increased to $101,380 your total recurring costs
             increased to $162,093.94. Additionally, the posting of $130,000 for the city bond
             payments for the arena has been posted. The events fund balance increased to
             $202,013.29

             J. Seyferth made a motion to accept the May 31, 2024 DDA and events financial
             statements. B. Hastings supported

          B. Façade Grant Application FY 23’-24’ Puerto Vallarta, 292 W. Western Ave - Staff
             received an application from the team at Puerto Vallarta Mexican Grill and Bar LLC, a
             minority-owned business that will be located in Unit 103 of the Leonard building.
             The amount requested is $15,000 for new signage, with a total project cost of
             $37,698. Please note that signage was previously approved at this location for Corey
             Leonard on January 9, 2024 as well as Hometown Creamery on May 22, 2023.

             J. Seyferth made a motion to approve the façade grant application for Puerto
             Vallarta Mexican Grill and Bar LLC in the amount of $15,000. Supported by J. Moore

Budget Discussion FY 2024-2025 - City staff requests a discussion regarding the DDA/BRA
budget for the fiscal year beginning July 1, 2024.

During your meeting in April, board members expressed support for various ideas to assist
entrepreneurs, as outlined below for the FY 2024 budget and future years to come. Staff
recommends prioritizing and focusing on completing one item each year. A presentation will
follow.
1. Sponsor a Chalet/s
2. Social District Blight- *$50K Approved last month May 14, 2024
3. Entrepreneurship Training Program/Micro Grant
4. Rent Out Vacant Downtown Space for Entrepreneurs
5. Pine Street Lighting – 22 lights from Muskegon to Western are needed.
On the DDA side of things, expenditures thus far have included staff wages and benefits,
streetscape decorations, landscaping, downtown parks, marketing and promotions, Trinity
Health Arena bond payment, snow removal, and miscellaneous office expenses. With the
Downtown BID officially ended, the DDA has agreed to assume landscaping and snow removal
expenses moving forward.

Summary Draft Budget FY 2024-25:
• Projected Revenue: $737,000
• Total Expenditures: $959,481
• DDA Fund Balance at the Beginning of FY 2024-25: $321,020.76
• DDA Projected End of Year Fund Balance FY 2024-25: $127,539.76
*Includes $200,000- façade grant program for 23-24 and 24-25, $50,000 approved social district
Blight

Staff will provide specific projected dollars and cents to the next meeting once the BRA years of
capture fall off to determine roughly how much financial capabilities will be available.

A motion by K. Reid to support the sponsorship of a chalet of $2,400, setting aside $30,000 to
support Farmer’s Market. Additionally, direct staff to begin working on prioritizing projects for
FY2025 and beyond and supported by J. Wallace.
