Chambers OTHERS PRESENT: D. Alexander, C. Alexander, S. Green, W. Webster II. APPROVAL OF MINUTES Motion by K. Fearnley, second by R. Jenkins to approve the Lakeside BID Meeting Minutes from 11-16-22. Vote: 6 yeas, 0 nays, 0 abstentions MOTION PASSES III. ACTION ITEM: REVIEW OF FINANCES The Lakeside BID ended 2022 with fund balance of $33,057 and after two months of 2023 a fund balance of $17,778. All winter obligations for snow removal and Christmas decorations have been met. The BID anticipates receiving $24,000 in late spring for its last special assessments. In addition, the Lakeside CIA will receive $7,473 for the first-year tax increment revenue. In total, Lakeside will have $49,251 in available fund in 2023. The only standing obligation is the $26,880 for next season’s sidewalk snow removal, leaving $22,271 for discretionary spending. Motion by L. Hopson, second by K. Fearnley to accept the Lakeside Business Improvement District financial statement as of 2-28-23. Vote: 6 yeas, 0 nays, 0 abstentions MOTION PASSES IV. REVIEW OF WINTER SERVICES-SNOW REMOVAL AND HOLIDAY DECORATIONS A discussion on the acceptance and approval of the services and holiday decorations was made. Lighting issues were addressed due to electrical issues and sparse decorations throughout. Design approval for local made 46” stars for the poles (66). There is power on every pole and would be white and blue LED lights to be used during other holidays as well. Agreement to have a demo model star for final approval. 6 yeas, 0 nays V. DISCUSSION OF UPCOMING SPRING AND SUMMER There was discussion on the upcoming spring and summer seasons. A City sponsored event was previously agreed to when the roads reopened was cancelled due to Covid. D. Alexander to follow up with the Clerk’s office and a proposal will be submitted. Various options for neighborhood events i.e. seed packets, artists for bike path or district, official fall festival, etc. Another discussion for an event organizer. D. Alexander to talk to Carla and other options to be discussed at next meeting. All were in favor, 0 nays VI. LAKESIDE BID RENEWAL AND OPTIONS Staff is looking at a consensus from the BID board on the question of renewal, for how long and at what rate. Staff will begin working on documentation and process for renewal. A proposal at $.04 and $.02 will be presented. Staff gave the process for public hearings and commission meetings where the people can weigh in and what the assessments will be for the property owners. This is discussion only. VII. LAKESIDE BUSINESS DEVELOPMENT Staff gave update on new pizza location. New coffee shop and donut shop will be coming into the old Pierogi Shack location on Lakeshore for mid April opening. Tiki Boyz is back in town and planning on mid to late April. Tiny Houses are in the final stages. Plumbing and electric have been installed. Currently looking for someone to takeover the “hot dog” place. VIII. ADJOURN Meeting adjourned by M. It has been successful in providing an essential service in sidewalk snow removal, allowing for a transition from the Lakeside District Association to the Corridor Improvement Authority and establishing a future of quality public services to a critical commercial district between downtown and the beach. As time goes on, the CIA’s tax increment financing revenues will grow to replace the BID revenues. City of Muskegon Development Services Division staff recommends that the Lakeside BID be renewed for a final three years so as to complete the transition to the CIA. Understand that BIDs are special self- assessments requested by the district property owners for specific projects/services and must be approved by the City Commission. As the BID board, you represent the assessed property owners in requesting any renewal. Staff recommends a three-year renewal for 2024-2026, continuing with current district boundaries, placing the special assessments on the winter tax bills and recommending that this be the final BID renewal request. As for the rate based upon square footage of land of the assessed commercial properties, staff has analyzed four scenarios – status quo with a rate of 5 cents per square foot, 4 cents per square foot, 3 cents per square foot and 2.5 cents per square foot. Staff would recommend half the established rate for industrial, automotive and utility properties that do not gain as much benefit from the district as the other commercial uses. Furthermore, staff recommends that regular commercial properties be capped at $2,000 for a 5-cent rate and reduced proportionally if the rate was lowered. Staff recommends a 4-cent rate for the next three years based upon financial analysis of revenues and expenditures. Based upon conservative assumptions, a 4-cent rate maintains current services and discretionary funds for the three years, offers a 20 percent reduction in special assessments and puts the CIA in a position to continue current services in 2027 and beyond. Staff analysis shows that a rate less than 3 cents a square foot leaves the CIA with a deficit in year 2027 based on current services. Please review these documents in your agenda packet showing the staff analysis: 1. The 2023 BID budget and work plan 2. A CIA TIF 30-year revenue table 3. A spread sheet showing the special assessments by property for the four assessment rates 4. Financial projections for the Lakeside BID-CIA through 2026 and 2027. 5. The 2023 BID renewal process Staff is requesting direction from the BID board on what it would like to recommend to the Muskegon City Commission so that documentation can be presented for a formal BID vote at the May 17 Lakeside BID board meeting. There would need to be a city assessor’s benefit analysis along with two public hearings and votes of the Muskegon City Commission before Oct. 31, 2023 to have the special assessments on next winter’s property tax bill. Suggested motion: I move to direct Development Services Division staff to prepare final documents for the May 17 meeting to recommend to the Muskegon City Commission the three-year (2024-2026) renewal of the Lakeside Business Improvement District with the current boundaries, an annual special assessment of 4 cent per parcel square foot (2 cents for industrial, automotive and utility parcels) capped annually at $1,600 per parcel and that this be the last Lakeside BID assessment. offer small, one-time grants of up to $5,000 for collaborative, creative projects in Michigan Municipal League member communities. Microgrants fund projects that bring together local artists and businesses in Michigan downtowns. Projects should build bridges across your community by bringing people together. This year, 4 microgrants of up to $5,000 each will be awarded across Michigan. Finalists will complete an online voting campaign. This campaign will narrow down the winner. Suggested motion: I move to direct Development Services Division staff to complete and send in the Bridge Builders Main Street Microgrant application.
