MINUTES
The Community Relations Committee Meeting of the City of Muskegon was
held at City Hall, 933 Terrace Street, Muskegon, Michigan at 6:55 p.m., Monday,
August 11, 2025.
ROLL CALL
Present: Mayor Ken Johnson, Vice Mayor Rebecca St. Clair, Commissioners
Katrina Kochin, and Jay Kilgo, City Manager Jonathan Seyferth, and City Clerk
Ann Marie Meisch
Absent: Commissioners Willie German, Jr., Destinee Keener, and Rachel
Gorman
APPROVAL OF MINUTES
A. Approval of Minutes City Clerk
To approve minutes of the June 9, 2025, Community Relations Committee
Meeting.
STAFF RECOMMENDATION: Approval of the minutes.
Motion by Commissioner Kochin, second by Commissioner Kilgo, to approve
minutes of the June 9, 2025, Community Relations Committee Meeting.
ROLL VOTE: Ayes: Johnson, Kilgo, Kochin, and St.Clair

NEW BUSINESS
A. Board Resignation City Clerk

To accept the resignations of Mike Gallavin from the Zoning Board of Appeals,
and of Karen Evans from the District Library Board.
STAFF RECOMMENDATION: To accept the resignations.
Motion by Mayor Johnson, second by Commissioner Kochin, to recommend
the acceptance of the resignation of Mike Gallavin from the Zoning Board of
Appeals.
ROLL VOTE: Ayes: Kilgo, Kochin, St.Clair, and Johnson
Nays: None
MOTION PASSES
Motion by Mayor Johnson, second by Commissioner Kochin, to recommend
the acceptance of the resignation of Karen Evans from the District Library
Board.
ROLL VOTE: Ayes: Kochin, St.Clair, Johnson, and Kilgo
Nays: None

B. Board Appointments City Clerk
To make appointments to various Boards and Committees.
STAFF RECOMMENDATION: Approval of the appointments.
Motion by Commissioner Kilgo, second by Mayor Johnson, to recommend the
appointment of Walt Kubanek to the Local Officer’s Compensation
Commission.
ROLL VOTE: Ayes: Kochin, St.Clair, Johnson, and Kilgo
Nays: None
MOTION PASSES
Motion by Mayor Johnson, second by Commissioner Keener, to recommend
the appointment of Brandon Stewart to the Zoning Board of Appeals.
ROLL VOTE: Ayes: Kochin, St.Clair, Johnson, and Kilgo

C. Board Updates from Commissioners City Clerk
Commissioner Jay Kilgo stated the Housing Code Board of Appeals is not
bringing recommendations for demolitions to the City Commission. Staff is
going to follow up.
