MINUTES
The Community Relations Committee Meeting of the City of Muskegon was
held at City Hall, 933 Terrace Street, Muskegon, Michigan at 7:20 p.m.,
Monday, October 13, 2025.
ROLL CALL
Present: Mayor Ken Johnson, Vice Mayor Rebecca St. Clair, Commissioners
Katrina Kochin, Willie German, Jr., Jay Kilgo, and Rachel Gorman. City
Manager Jonathan Seyferth, and City Clerk Ann Marie Meisch
Absent: Commissioner Destinee Keener
APPROVAL OF MINUTES
A. Approval of Minutes City Clerk
To approve minutes of the August 11, 2025, Community Relations Committee
Meeting.
STAFF RECOMMENDATION: Approval of the minutes.
Motion by Commissioner Kilgo, second by Commissioner Kochin, to approve
the minutes.
ROLL VOTE: Ayes: St.Clair, Johnson, Kilgo, German, Gorman, and Kochin
Nays: None

NEW BUSINESS
A. Board Resignations City Clerk
To accept resignations of Steven Frantz from the Housing Code Board of
Appeals and Jay Wallace from the Downtown Development Authority.
STAFF RECOMMENDATION: To recommend the acceptance of the resignations.
Motion by Mayor Johnson, second by Commissioner Kilgo, to recommend the
acceptance of the resignations of Steven Frantz and Jay Wallace.
ROLL VOTE: Ayes: Johnson, Kilgo, German, Gorman, Kochin, and $t.Clair
Nays: None
MOTION PASSES
B. Board Appointments City Clerk
To make appointments to various Boards and Committees.
STAFF RECOMMENDATION: Recommend the approval of the appointments.
Motion by Commissioner Kilgo, second by Commissioner Gorman, to
recommend the appointment of James Curtis to the Downtown Development
Authority/Brownfield Redevelopment Board.
ROLL VOTE: Ayes: Kilgo, German, Gorman, Kochin, $t.Clair, and Johnson
Nays: None
MOTION PASSES
Motion by Mayor Johnson, second by Commissioner German, to recommend
the appointment of David England to the Farmers Market Advisory Board.
ROLL VOTE: Ayes: German, Gorman, Kochin, St.Clair, Johnson, and Kilgo
Nays: None
MOTION PASSES
C. Board Updates from Commissioners City Clerk
Housing Board of Appeals cases have not been taken to the Commission.
When HBA makes a recommendation, it needs to go to Commission
immediately. SafeBuilt cannot hold things at their discretion.
