CALL TO ORDER
The Community Relations Committee of the City of Muskegon was held at City
Hall, 933 Terrace Street, Muskegon, Michigan, at 5:30 PM, Monday, January 26,
2026.


ROLL CALL
Present: Mayor Ken Johnson, Commissioners Katrina Kochin, Willie German, Jr.,
Rebecca St. Clair, Jay Kilgo, and Kiley Jackson. City Manager Jonathan
Seyferth and City Clerk Ann Marie Meisch.
Absent: Vice Mayor Destinee Keener.


PRESENTATIONS


    A. Awarding of Certificates City Clerk

Mayor Johnson presented certificates to members of the Community Relations
Boards, Committees, and Commissions.

APPROVAL OF MINUTES


    A. Approval of Minutes City Clerk

To approve minutes of the October 13, 2025, Community Relations Committee
Meeting.
Motion by Commissioner Kilgo, second by Commissioner Kochin, to approve
the minutes.

ROLL VOTE:     Ayes: German, Jackson, St. Clair, Johnson, Kilgo, Kochin
               Nays: None

NEW BUSINESS


    A. Board Resignations City Clerk
To accept the resignation of Ronald Jenkins from the Lakeside Business
Improvement District Board, the resignation of Cammi Horn from the Citizens’
District Council- CDBG, the resignation of Mary Louise LaBelle from the Civil
Service Commission, and the resignation of Evelyn Hough from the Parks and
Recreation Advisory Committee.

Motion by Mayor Johnson, second by Commissioner Kilgo, to recommend the
acceptance of the following resignations: Ronald Jenkins, Cammi Horn, Mary
Louise LaBelle, and Evelyn Hough.

ROLL VOTE:   Ayes: German, Kochin, St. Clair, Jackson, Johnson, Kilgo
             Nays: None

Motion by Mayor Johnson, second by Commissioner Kilgo, to recommend the
reappointments of Martha Bottomley, Sherry Burt, and David Medendorp to the
Board of Review.

ROLL VOTE:   Ayes: Jackson, Kochin, St. Clair, Johnson, Kilgo, and German
             Nays: None

MOTION PASSES
Motion by Mayor Johnson, second by Commissioner German, to recommend
the reappointment of Deborah Sweet to the Citizens Police Review Board.

             Nays: None

MOTION PASSES
Motion by Commissioner German, second by Commissioner Jackson, to
recommend the appointment of Ruby Clark to the Citizens Police Review
Board.

Motion by Commissioner Kilgo, second by Commissioner Kochin, to
recommend the appointment of Austin Curtis to the Civil Service Commission.

             Nays: None

MOTION PASSES
Motion by Mayor Johnson, second by Commissioner Kilgo, to recommend the
reappointment of Brion Boucher and Michael McPhall to the Construction Code
Board of Appeals.

             Nays: None

MOTION PASSES
Motion by Commissioner German, second by Mayor Johnson, to recommend
the appointment of Jenna Lakos to the District Library Board.

recommend the reappointment of Jeanette Moore and the appointment of
Joel Kamp to the Downtown Development Authority-Brownfield
Redevelopment Authority- Tax Increment Finance Authority.

ROLL VOTE:   Ayes: Jackson, Kochin, St. Clair, Johnson, Kilgo, and German
              Nays: None

MOTION PASSES
Motion by Commissioner Kilgo, second by Commissioner Kochin, to
recommend the reappointment of Casey Allard to the Election Commission.

ROLL VOTE:    Ayes: Jackson, Kochin, St. Clair, Johnson, Kilgo, and German
              Nays: None

MOTION PASSES
Motion by Mayor Johnson, second by Commissioner Kilgo, to recommend the
appointment of Kemmie Sargent to the Farmers Market Advisory Board.

ROLL VOTE:    Ayes: Jackson, Kochin, St. Clair, Johnson, Kilgo, and German
              Nays: None

MOTION PASSES
Motion by Mayor Johnson, second by Commissioner German, to recommend
the reappointments of Corbin Davis and David Gregersen to the Historic District
Commission.

              Nays: None

MOTION PASSES
Motion by Commissioner Jackson, second by Commissioner German, to
recommend the reappointment of Kim Burr to the Housing Code Board of
Appeals.

              Nays: None

MOTION PASSES
Motion by Commissioner German, second by Commissioner Kilgo, to
recommend the appointments of Walt Kubanek and Kemmie Sargent to the
Housing Code Board of Appeals.

              Nays: None

reappointments of Nils Bodman and Martha Betemley, Margaret Smith, and to
recommend the appointment of Jerome Johnson to the Lakeside Business
Improvement District.

             Nays: None

Motion by Commissioner Kilgo, second by Commissioner German, to
recommend the reappointment of Jeffrey Burr to the Local Development
Finance Authority.

reappointments of Sidney Long and Yancy Weaver to the Parks and Recreation

recommend the appointment of Margarita DeLa Garza to the Planning
Commission.

Motion by Commissioner Kilgo, second by Mayor Johnson, to recommend the
reappointment of Virginia Taylor to the Zoning Board of Appeals.
