CALL TO ORDER
The Community Relations Committee Meeting of the City of Muskegon was
held at City Hall, 933 Terrace Street, Muskegon, Michigan, at 5:30 PM, Monday,
February 9, 2026.


ROLL CALL
Present: Mayor Ken Johnson, Vice Mayor Destinee Keener, Commissioners
Katrina Kochin, Willie German, Jr., Rebecca St. Clair, and Kiley Jackson. City
Manager Jonathan Seyferth and City Clerk Ann Marie Meisch.


APPROVAL OF MINUTES


    A. Approval of Minutes City Clerk

To approve the minutes from the January 26, 2026, Community Relations
Committee Meeting.


Motion by Mayor Johnson, second by Commissioner Kochin, to approve the
minutes from the January 26, 2026, Community Relations Committee meeting.

ROLL VOTE:   Ayes: Jackson, Kochin, St.Clair, Johnson, Keener, and German
             Nays: None

    A. Board Updates from Commissioners City Clerk

Commissioner Kochin would like signage to designate the Historic District within
the City of Muskegon.
    B. Staff Liason Recommendations City Clerk
Recommend the removal of John Wiegers and Derika Nichols from the Citizens
District Council - Community Development Block Grant.
Motion by Commissioner Kochin, second by Mayor Johnson, to remove John
Wiegers and Derika Nichols from the Citizens’ District Council — Community
Development Block Grant.

ROLL VOTE: Ayes: Jackson, Kochin, St.Clair, Johnson, Keener, and German
             Nays: None

MOTION PASSES

    C. Appointment to the Citizens Police Review Board City Clerk
Appoint Eric Hood to the Citizens Police Review Board.

Motion by Commissioner German, second by Vice Mayor Keener, to appoint
Eric Hood to the Citizens Police Review Board.
ROLL VOTE: Ayes: Jackson, Kochin, St.Clair, Johnson, Keener, and German
             Nays: None

MOTION PASSES
    D. Appointments to the Farmers Market Advisory Board City Clerk
Appoint Sabryna Benmark as a seasonal crafter/artisan and Jon Visser as a
seasonal farmer to the Farmers Market Advisory Board.

 Motion by Commissioner Kochin, second by Vice Mayor Keener, to appoint
 Sabryna Benmark as a seasonal crafter/artisan and Jon Visser as a seasonal
 farmer to the Farmers Market Advisory Board.
 ROLL VOTE: Ayes: Jackson, Kochin, St.Clair, Johnson, Keener, and German
              Nays: None

 MOTION PASSES

     E. Appointment to the Lakeside Business Improvement District City Clerk
 Appoint Louise Hopson to the Lakeside Business Improvement District.

 Motion by Commissioner Kochin, second by Vice Mayor Keener, to appoint
 Louise Hopson to the Lakeside Business Improvement District.
 ROLL VOTE: Ayes: Jackson, Kochin, St.Clair, Johnson, Keener, and German
              Nays: None

   F.   Appointment to the Local Officers Compensation Commission City Clerk
Appoint Gregory Borgman to the Local Officers Compensation Commission.

Motion by Commissioner German, second by Commissioner Kochin, to appoint
Gregory Borgman to the Local Officers Compensation Commission.

ROLL VOTE:   Ayes: Jackson, Kochin, St.Clair, Johnson, Keener, and German
             Nays: None

MOTION PASSES


   G. Appointment to the Planning Commission City Clerk
Appointment of Shonie Blake to the Planning Commission

Motion by Vice Mayor Keener, second by Mayor Johnson, to appoint Shonie
Blake to the Planning Commission.

ROLL VOTE:   Ayes: Jackson, Kochin, St.Clair, Johnson, Keener, and German
             Nays: None

MOTION PASSES

    H. All Remaining Board Appointments City Clerk
Motion by Commissioner Jackson, second by Mayor Johnson, to appoint Ben
Carson to the Housing Code Board of Appeals

ROLL VOTE:   Ayes: Jackson, Kochin, St.Clair, Johnson, Keener, and German
             Nays: None

MOTION PASSES



Motion by Vice Mayor Keener, second by Commissioner Jackson, to appoint
Kiara McCain to the Equal Opportunity Committee

ROLL VOTE:   Ayes: Jackson, Kochin, St.Clair, Johnson, Keener, and German
              Nays: None

MOTION PASSES


Motion by Mayor Johnson, second by Commissioner Kochin, to switch Brad
Hastings to a member who has an interest in the property in the district and to
appoint Kathryn Lynnes as a resident to the Downtown Development Authority

Authority.
